Netherlands Leprosy Relief Job Vacancy: Project Coordinator, Surabaya - East Java

NLR is urgently looking for an enthusiastic staff member to fill the following vacancy: Project Coordinator (based in Surabaya)

NLR, is a professional organization working in the field of leprosy and disability in 16 leprosy endemic countries. Each year, around 219.000 people globally are diagnosed with leprosy. Indonesia ranks number 3, with relatively high disability rates. NLR, with its International Office in Amsterdam, has been supporting projects in Indonesia since 1967.

The main partner of NLR is the Ministry of Health (MoH) and activities are aligned to MoH policies and priorities. At provincial level, the Leprosy Control Program Technical Advisors (LCTAs) are strengthening the capacity of the provincial and districs government's health staff to improve the quality of leprosy services. Next to supporting leprosy control, NLR's Inclusion and Disability program aims to support and advance holistic, community-based rehabilitation and sustainable inclusive development for persons with disabilities, including children with disabilities and people affected by leprosy.

PEP++ Project
Chemoprophylaxis with a single-dose of rifampicin (SDR) has shown to be effective as post-exposure prophylaxis (PEP) in contacts of leprosy patients. It is expected to be sufficiently bactericidal to treat people with subclinical leprosy infection. It is not found to be very effective in close contacts hence an effective additional strategy is screening of contacts of new cases using an immunological screening test and giving those who are tested positive an enhanced prophylaxis with two antibiotics while the others who are not positive receive a single dose of rifampicin. This intervention strategy is known as PEP++.

This interesting innovative project started in 2017. NLR is implementing PEP++ in the 3 highest leprosy endemic countries (India, Brazil and Indonesia). In Indonesia, the five-year project will be implemented in two districts of East Java. Our dream is to stop transmission of leprosy with objectives to achieve early detection and preventive treatment of leprosy-infected people before symptoms appear, to provide and to disseminate evidence of the effectiveness of the Stop Transmission approach to relevant stakeholders including the Government of Indonesia to adopt the PEP++ approach through a government policy.

Duties and Responsibilities
The PEP++ Project Coordinator is a member of the International PEP++ Core Team and the national PEP++ Task Force. The PEP++ Project Coordinator will oversee the management, coordination and administration of all aspects of the PEP++ project at the country level. She/he leads the project at national level through the PEP++ Supervisors in close-collaboration with the project partners. The Project Coordinator will report to the Leprosy Control Programme Manager and the Country Director. Detail job description will be sent to the screened candidates.

Specific Requirements for this position (see also general requirements):
  1. Master in relevant field (MPH, MSc), favourably a medical doctor with minimum 5 (five) years experiences in research and demonstrable health program/project management.
  2. Excellent management skills, multitasking
  3. Ability to lead and inspire a large team
  4. Experience of handling Epi-info, GIS, SPSS is an advantage
  5. Excellent communication and negotiation skills
General requirements:
  1. Good facilitator, motivator, and problem solver
  2. Demonstrable experience in coordination with different stakeholders
  3. Willingness for frequent travels
  4. Proficient in written and spoken English is essential
  5. Good communication skills
  6. Sensitivity for intercultural differences
  7. Proven experience in operational research
  8. Ability to analyse and interpret data
  9. Computer skills (MS Word, Excel, Power Point and preferably pi-info, SPSS, etc.)
  10. Ability to work in a dynamic environment
  11. Ability to balance macro and micro management
  12. Demonstrable experience on health project/program management (include the result-based planning, budgeting, monitoring, evaluation and reporting)
