Program Manager (Location : Tangerang District)

Overview:

In coordination and collaboration with key stakeholders, Jhpiego is planning to implement a model for primary health care (PHC) in Tangerang District that demonstrates the effectiveness and feasibility of client-centered, continuous and coordinated care, using child health as an entry point. Over the course of three years, Jhpiego will work with stakeholders from the community to national levels and provide technical assistance for the success of this model. By the end of the project, Jhpiego aims to provide a scalable prototype for PHC that could be expanded to additional districts and disease areas. Beyond the project period, Jhpiego expects these efforts to contribute to reduced child morbidity and mortality due to infectious diseases.

Jhpiego seeks a Program Manager who will lead overall project implementation at the field level. This position will work closely with the Project Director, technical staff, field officers, support staff, home office, and donor to ensure success of the project. The Program Manager will oversee field officers and implementation of project activities.

This position is contingent upon funding.

Responsibilities:
Leadership & Managerial

1. Oversee project implementation on the ground
2. Lead and assist the field officers to successfully implement project activities on budget and on schedule
3. Ensure project operations within his/her scope are in alignment with organizational policy and procedures
4. Translate the project workplan down to field officer-level activities with clear implementation guidance and monitoring systems; ensure field officers have a strong understanding of overall project
5. Escalate issues to Project Director as appropriate

Program Management / Monitoring & Evaluation

1. Assist field officers as necessary with communication and discussions with external stakeholders (Puskesmas, Community Health Workers, local government, etc.)
2. Manage work of consultants in coordination with other staff
3. Support Project Director with workplan development and modifications (if needed) and in conducting program reviews
4. Support Project Director in engagement with external partners (e.g., consultants, government stakeholders, etc.)
5. Work with local and Baltimore-based finance and program staff to monitor activity implementation, manage project operations, and track project spending
6. Provide timely updates and progress reports (including targets vs achievements) to Project Director
7. Monitor program implementation with a well-established monitoring and learning system, including conducting field visits to see progress and carry out due diligence
8. Contribute to the analysis, synthesis, and reporting of project outcomes and results

External Engagement

1. Build and maintain productive relationships with relevant stakeholders especially at the district and sub-district levels
2. Represent the project and Jhpiego/Indonesia interests in public and professional circles through meetings, conferences, and presentations
3. Support field officers in building and maintaining relationships with key stakeholders at their level including Puskesmas and community health workers.
4. Lead regular coordination meetings with relevant stakeholders

Internal Communication

1. Lead regular meetings and coordination with field officers
2. Build and maintain coordination with the relevant staff to support success of the project
3. Participate in regular calls with Baltimore-based program and finance staff

Qualifications:

1. Bachelor’s degree in public health
2. 5 years of mid- to senior-level experience implementing and managing complex donor-funded public health programs
3. Experience working on community engagement and health promotion and working with Puskesmas/health facilities in Indonesia
4. Experience working in maternal, newborn, and child health and strong knowledge of the technical area
5. Experience leading a team
6. Demonstrated ability to conceptualize and implement efficient and effective program management processes and systems
7. Demonstrated experience effectively managing project reporting processes
8. Excellent written and oral presentation skills, including report writing and dissemination
9. Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
10. Written and oral fluency in English
11. Ability to travel within Indonesia and internationally
