Under contract to USAID Indonesia, MSI implements the Indonesia Monitoring and Evaluation Support Project (MESP), which improves the strategy, planning, M&E, and knowledge management services across USAID Indonesia’s portfolio of programs. The project is managed from MSI’s office in Jakarta, Indonesia, which oversees and provides support for all evaluations.
Project Summary
MESP will conduct a retrospective performance evaluation of two completed programs in USAID ASEAN’s portfolio, namely the US-ASEAN Connectivity through Trade and Investment (ACTI) project and the ASEAN U.S. Partnership for Good Governance (PROGRESS) project. ACTI was a $20.9 million project, which ran from June 2013 – December 2018, and PROGRESS was a $14.5 million project, which ran from September 2013 – September 2018. For this evaluation, USAID ASEAN has selected two key policy areas under each program for targeted examination. ACTI’s focus will be on trade facilitation and small and medium enterprise policy development, and PROGRESS’ focuses on policy development in the areas of trafficking in persons and youth engagement.
The evaluation will begin on or about Mid-September 2019 and finish by January 2020. A total of approximately six weeks in Jakarta will be required, beginning in mid-September 2019.
Responsibilities
The team leader will supervise a team consisting of subject matter experts and research associates. His/her primary responsibility is to design and manage the evaluation and produce a high-quality report. The Team Leader’s specific responsibilities include:
- Lead the team to produce a rigorous evaluation methodology and work plan, including producing data collection instruments and a data analysis plan.
- Effectively manage and supervise team members.
- Ensure all deliverables are submitted on schedule and in accordance with USAID and MSI quality standards.
- Serve as the evaluation’s primary point of contact with USAID’s ASEAN office.
- Plan and manage coordination with MESP and USAID/ASEAN during the evaluation, including, for team planning, design and methodology discussions, and periodic progress reviews.
- Present preliminary findings and recommendations to USAID/ASEAN, the Government of Indonesia, and other USAID/ASEAN counterparts, as required.
Qualifications:
- Prior experience serving as a Team leader for complex evaluations. Prior USAID experience is strongly preferred and experience evaluating policy projects is required.
- At least a master’s degree in a field relevant to the evaluation, such as economics, public administration, public policy, business administration or development management. Trade and investment policy experience is highly desirable.
- More than 15 years of working experience in development research and practice, with significant experience in the ASEAN region. Preferably, candidates should have professional experience in two or more of the focus countries. These countries include Myanmar, Cambodia, Lao PDR, the Philippines, Vietnam and Indonesia.
- Expert knowledge in quantitative and qualitative research methodologies.
- Familiarity with USAID’s Evaluation Policy.
- Excellent analytical and interpersonal communication skills.
- Excellent English writing skills, particularly with drafting technical reports.
