UCLG ASPAC Job Vacancy: Field Officer, Jakarta - Indonesian

Background
UCLG ASPAC is the largest regional section of United Cities and Local Governments (UCLG), an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS).  UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain.  Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.  UCLG ASPAC is the key knowledge management hub on local government issues in the Asia Pacific region.

UCLG ASPAC is looking for a qualified candidate to fill in of one (1) of the post of Field Officer under the European Union (EU) project (CSO-LA/2017/386-361) on “Localising SDGs in Indonesia.”  The project aims to support the local implementation of the SDGs in Indonesia by strengthening the capacities of Local Governments (LGs) and their associations (LGAs) to plan, implement and monitor the SDGs at the local level.

The project strategies are (1). To strengthen the capacity of LGs and LGAs to perform their institutional mandate to tackle poverty through the application of SDGs indicators in their policies and planning; (2). To enhance the LGAs’ institutional and operational capacities in performing their main functions (advocacy, lobby, coordination, technical services, capacity building, and knowledge sharing) in raising awareness of the SDGs among their members.

Position Detail (to be posted in Jakarta)
Under collaboration work between the EU and UCLG ASPAC, the project is implemented in 3 years from 2018-2020.  The project’s overall objective is to empower LGs and LGAs for enhanced governance and more effective development policies and to promote inclusive and sustainable local development through SDGs attainment.  The enhanced capacities of LGs and LGAs will support their role in the implementation and monitoring of the SDGs and communicating on development policies with their constituencies and towards society in general.

Under the operational supervision of the project supervisor, the overall supervision of the SDGs Project Manager and under the general guidance and close collaboration with Training Coordinator and Project Administrative Officer, the Field Officer will undertake the following tasks:

  • Carry out day-to-day program and activities in his/her responsible area in collaboration with the relevant stakeholders (LGs and LGAs);
  • Prepare quarterly work plans and ToR for field activities in his/her respective area;
  • Facilitate the SDGs integration in the Regional Mid-Term Development Plan of the pilot LGs through local training workshop in each of provincial government;
  • Provide technical assistance on integrating SDGs into the mid-term development plan of the respective regions;
  • Conduct monitoring on the progress of SDGs implementation in each of the Provincial Governments within the respective regions at least twice per year;
  • Ensure that the targeted the provincial government have a clear plan and/or policy to encourage LGs under their jurisdictions to align their development plan with SDGs indicators;
  • Ensure compliance of Permendagri SDGs by the pilot LGs;
  • Conduct training in each of provincial governments, and also visit to several districts/municipalities, when necessary, based on the agreed work plan in collaboration with Knowledge Management Officer, SDGs Coordinator and other relevant technical experts;
  • Prepare a report on overall local training workshop and feedback on SDGs training modules;
  • Support the delivery of a training course as a resource person;
  • Evaluate the SDGs implementation in his/her respective area under collaboration with the project manager and training coordinator;
  • Liaise regularly with the relevant stakeholders to ensure smooth implementation of the project;
  • Prepare progress reports and all monitoring reports for program activities in his respective area;
  • Provide regular feedback to the relevant stakeholders.

Qualifications:

Education:

  • University degree in management, public policy, social sciences or another related field;
Experience:

  • Has at least two (2) years of experience in the specific issue of SDGs implementation and minimum of five years of work experience with the Indonesian governments;
  • Experience in facilitating discussion and/or providing technical assistance to local governments is highly desirable;
  • Experience with coordination of training at the national and local level is highly desirable;
  • Prior knowledge and experience of local governance issues and policy desirable;
  • Experience in research and report writing;
  • Experience of working for, or in cooperation with, government institutions and/or LGA(s) and/or international NGOs;
  • Prior knowledge and experience of local governance issues and policy desirable;
  • Working experience in international cooperation development projects, in particular, the EU project;

Language: Fluency in written and spoken in English and Bahasa Indonesia.

Computer skills: Proficiency in MS Office.

Other skills and competency:

  • Demonstrate commitment to participatory and bottom-up approaches;
  • Demonstrate detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively use information and data;
  • Demonstrate computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint, and advance skills in the use of other internet tools and application;
  • Be willing to travel during program implementation when required;
  • Excellent oral and written communication skills in Bahasa Indonesia, English will be more desirable;
  • Experience in building networking at the local level is an asset.

Duty Station:
Field Officer – Region I: Jakarta with work coverage areas of the region I (North Sumatera, South Sumatera, Lampung, West Java, Central Java, East Java, West Kalimantan, and East Kalimantan).

The post will be supervised by the Project Manager and supported by Training Coordinator, Knowledge Management Officer, and Finance and Administrative Officer
