Location: Indonesia with occasional visits to Central Sulawesi
Reports to: Director of INANTA Centre.

Background:
INANTA Centre Foundation is an Indonesia local NGO, not-for-profit organization. INANTA is working for disaster management and development programs towards natural hazards through disaster risk reduction and preparedness, taking into account climate change, as well as disaster risks and their impacts. The initial program of INANTA is supported by The Johanniter Unfall Hilfe-International Assistance. All INANTA’s programs have been self-implemented. Partnership with government and civil society partners including community, children, school committee, health center committee, and women are INANTA’s core approach in achieving results. INANTA has been working extensively in Central Sulawesi with the local government, NGO's and civil society networks to influence for DRR positive change in some areas. One of its strengths is to work in partnership with the local district government for contributing to strengthening the DRR system, which includes development Disaster Management Plan and strategy, disaster management policies, guidelines, and SOPs.
Scope of Work:
The Disaster Management Specialist will act as an advisor for all INANTA’s projects; WASH and CBDRM related activities and will report to head the director of INANTA. He/she will serve as backstopping support to the fund DRR team. Moreover, the specialist will provide capacity building for the staff on WASH and CBDRM programming and will support in program monitoring and evaluation, supervision of the WASH and CBDRM implementation models to be synergized with the Disaster Management Plan in on of District of Central Sulawesi, Technical guidance for right actions, consolidation of the partners’ efforts of WASH and CBDRM, highlight gaps, challenges, and success and to participate in the workshops and seminars related to WASH and CBDRM. The consultant will act as a technical arm of the project and using his/her expert knowledge to ensure the effective utilization of resources to implement WASH and CBDRM activities/projects.
Detailed Tasks:
- Will carry out current situational analysis of WASH and CBDRM and to develop a plan for INANTA programming. The plan will identify the needs of different target villages in the District on WASH and CBDRM.
- Provide technical support to the staff on WASH and CBDRM related activities as well as relevancy, efficiency, and effectiveness of the activities and ensuring that the projects are in line with the priorities of local government, aligned with the disaster management plan and priorities on disaster management.
- To develop a strategy for WASH and CBDRM project in synergy with local government and key stakeholders.
- Consultation with relevant stakeholders including the targeted communities, clusters/forum partners, and other institutions.
- Advise INANTA on the staff and allocation of budgets for sustaining WASH and CBDRM activities;
- Guide the staff and implementation partners on the sustainability of WASH and CBDRM projects/programs.
- Support the staff in implementing and consolidation of WASH and CBDRM in line with the village development plan.
- Will provide support in capacity building of the staff, partners, and other stakeholders on WASH and CBDRM.
- Must possess a master’s or advance degree in social studies and good experience in WASH, CLTS and Disaster Risk Reduction/Management as well as Project Management;
- Extensive knowledge of Disaster Risk Management and Community Based Disaster Risk Management with demonstrated ability to make effective presentations to diverse audiences.
- At least fifteen 15 years of experience on a similar assignment preferably with a donor-funded program and able to travel to the program areas.
