The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:
- An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
- An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of Individual Consultant for Market Mapping and Data Analysis Specialist for National Office (Job Code : IC/MMDA-NAT)
Objective
The primary objective of the Market Mapping and Data Analysis position is to prepare, implement, monitor and report on USAID IUWASH PLUS water and sanitation marketing activities, in line with the Marketing Strategy (both water and sanitation) and approved project targets, especially supporting the poorest 40% (B40) of the urban population. Specifically, s/he will act as Specialist for market mapping, analysis, and segmentation study to support the USAID IUWASH PLUS Project’s achievement of increasing demand of WASH product and services, and facilitating a robust market for household WASH product and services under Component One: “Improving Households WASH Services.”
The Market Mapping and Data Analysis Specialist will support USAID IUWASH PLUS marketing strategy specific to prepare the data for market mapping, analyze for further market segmentation.
The responsibilities will include, but not be limited to the following:
- Assist regional staff to support partners (MFIs, WASH enterprises, WASH entrepreneurs, Desludging operator, PDAM, and local government) in the development and implementation of market mapping and segmentation studies.
- Assist USAID IUWASH PLUS regional staff to collect data from MFIs, WASH enterprises, WASH entrepreneurs, desludging operators, and others) and local government to develop market map in Kota/ Kabupaten together with Comp 2, and Comp 3
- Data analysis and overlay to develop market landscape.
- Other tasks, as assigned by the supervisor
Deliverables
- Market Mapping/ Market Landscape and segmentation studies data of all cities that implement Marketing Strategy
- Data of WASH access, data grant location, data M/FI service area, Data entrepreneur & enterprises (contact, skill, type of service, product selling, location, etc), and any data that can support market landscape and market segmentation in each Kota/Kabupaten that implement Marketing Strategy for both water and santation.
- Documentation of Technical reports, success stories, lesson learned, articles and other publications related to the above.
- Bachelor Degree in Environmental Engineering or Data Analyst
- At least having five (5) years of professional experience;
- WASH program understanding is an advantage
- Preferable have experience working with government, both National and Local Government
- General awareness of key stakeholders and players in WASH sector;
- Experience with USAID programs is highly desirable.
