Title: Monitoring & Evaluation Officer

SUMMARY
The Monitoring & Evaluation (M&E) Officer will ensure quality and accountability standards are integrated into the regular monitoring, evaluation, accountability and learning system of Country Office’s programs. The post provides technical assistance in the development and implementation of the said system, and develops the capacity of partners in program monitoring and evaluation management.
DUTIES/RESPONSIBILITIES
Monitoring, Evaluation and Learning System Implementation
- Ensure that ChildFund’s M&E Framework is implemented in the Country Office (CO) and by the partners following set standards and protocols. Facilitate contextualization and learning to better improve systems, processes, and protocols.
- Assist in the development/enhancement of M&E tools and templates to ensure quality of collected data.
- Build capacities of partners in ensuring data integrity from collection to processing, analysis and utilization of data for accountability and program quality.
- Review, analyze, and consolidate the quarterly report submitted by the partners. Ensure that reports are submitted within set deadline and follows the agreed upon standards in reporting. \
- Assist in the preparation of program-related documents and on-demand reports within set deadline.
- Provide technical support in the conduct of annual reviews and reflections (e.g. Program Quality Reflection) of the CO and the partners, including analyzing data trends towards objectives achievement. Facilitate cross-functional analysis of data to support organizational decision-making and learning.
- Data Quality Assurance. Ensure that all M&E data are collected regularly and with integrity.
- Ensure that computer systems for M&E (i.e. AOPB Google platform, benefit tracking system, tracking tools) are regularly updated by the partners.
- Provide technical support in the revision of existing or development of new program models based on evidence generated from reports and other studies.
- Provide technical support to partners in developing logical framework and M&E plans following the standards set in the project design guidance, ensuring that indicators are aligned with the program results framework and contributes to the life-stage core outcomes.
- Following the ChildFund’s M&E Framework, support the design and conduct of baseline surveys, mid-term evaluations, specialized studies and final evaluations, including sampling methodology, data collection instruments, analysis, and report development.
- Participate in the conduct of detailed situation reports, relief assessments and general appraisals immediately after an emergency event, as maybe assigned. Also implement community outreach strategies in the identification of child protection issues and supports the conduct of activities and action points to address identified immediate need.
- Support establishment and maintenance of M&E systems to track participation, activities, outputs, and assess outcomes.
Management Information System
- Support the development of Management and Information System (MIS), harnessing new information technology resources for compilation, analysis, storage, and retrieval of data and knowledge for program development; provide technical assistance on data quality, integrity, protection and confidentiality.
- Identify program best practices and support development and production, sharing and learning among ChildFund and partners.
- Ensure that ChildFund reports and data for sharing with external stakeholders have been rigidly tested and passed acceptable standards.
- Ensure that program related data at the CO is organized, secure, accessible, and ready for use.
Support to Grants Acquisition
- Provide needed data to support proposal development, which includes generating data and doing research to strengthen situational analysis and in the preparation of the project proposal M&E section.
- Develop the Monitoring, Evaluation and Learning framework and ensure that relevant indicators from ChildFund’s Global M&E system are incorporated in the proposed project.
- Implement project monitoring mechanisms that comply with grants and project agreements.
- Support intelligence gathering and pre-positioning.
Child Safeguarding
- Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.
- Any other duties assigned by the supervisor.
- 3+ years of relevant and progressive work experience in planning, monitoring and evaluation in development organizations, children-focused programming preferably in an international non-government organization;
- Experience in strategic planning approaches – including, needs assessment and programs design, logical framework development, selecting indicators, implementing monitoring plans, coordinating evaluations and data analysis;
- Experience in M&E methods and approaches (including quantitative, qualitative and participatory work with children and youth);
- Demonstrated skills in training and M&E capacity development of staff preferred/facilitation skills;
- Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues;
- Skills in participatory, and child- and youth-focused community organizing and development with a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management;
- Self-guided, independent with strong facilitation, analytical, problem-solving, organizational, and time management skills;
- Above-average written and oral communication skills in English, fluency in a local language preferred; and
- High level of proficiency in general office software applications (i.e. Word, Excel, Outlook), including practical knowledge of statistical and data management packages/applications.
- Frequent travel is required.
EDUCATION
Bachelor’s degree (or equivalent) in Development Studies, Statistics, or relevant social sciences discipline. Equivalent relevant work experience may be accepted in lieu of degree.
