Project Context
The Government of Indonesia and the Government of Norway have signed a Letter of Intent (LoI) for a program titled ’Cooperation on reducing GHG emissions from deforestation and forest degradation’ with a pledge of US$1 billion under a results-based payment framework. The program is designed with three phases: preparation, transformation and contributions to verified emission reduction. The LoI stipulates that the first and second phases shall take place within a period of 3 to 4 years. The first phase has been formally completed at the end of 2013. However, the commencement of the second phase has been delayed, among others, due to changes in the institutional landscape. Kemitraan is responding to the tasks at the request of the Government of Norway and the Government of Indonesia, in particular to facilitate a multi-stakeholder engagement for a REDD+ financing instrument (the Environment Fund).

One of the important stakeholders for a REDD+ financing instrument is Coordinating Ministry of Economic Affairs (CMEA). In order to ensure effective support to CMEA for coordination between ministries and government agencies in developing Environment Fund Agency as part of support to building the REDD+ infrastructure, Kemitraan require a Technical Assistance.

Under direct supervision of CMEA and Project Manager and guidance of Program Director, the Technical Assistance is primarily responsible for support to CMEA in tasks related with the development of Environment Fund Agency or other tasks that is deemed correspond with the REDD+ infrastructure.

The Technical Assistant will work closely with Project Manager, Program Director of Sustainable Governance Strategic, Monitoring, Evaluation and Learning Manager, Monitoring, Evaluation and Learning Officer, Admin & Procurement Officer, Finance & Grant Officers, Project Finance and Administration Assistants, Consultants /Experts and Advisors, Coordinating Ministry of Economic Affairs, and other staffs within Kemitraan’s office.

Functions / Key Results Expected
  • Assists in the general coordination of activities related to the REDD+ Infrastructure, incl. coordination and communication between the CMEA and other related ministries;
  • Coordinate and provide supports related to the achievement of each activities;
  • Prepares and submits all official documents and other supporting material, in a timely manner, related to the above activities including, but not limited to, the following:
    • Official documents: TOR, budget, activity report, etc.; and
    • Supporting material: presentations, white papers, briefings, key resources etc.
  • Liaise and coordinate with Assistant Deputy for Environment Conservation – CMEA and the project office management team, ensures the strategic direction of activities focusing on achievement with full compliance with Kemitraan’s prevailing rules, regulations and policies.

The key results of the assignment will give positive impacts for strategic programme implementation, including:

Recruitment Qualifications
Education:
  • Minimum a Bachelor degree in a related field to environment, forestry, agricultural, social sciences or related educational area with a good knowledge on forestry and environment, climate change; having a good knowledge regarding forest management, climate change and development issues in general; clear commitment to the governance reform.
Experience:
  • Min 2 years experiences in climate change project, facilitation and participatory research; understanding the political environment related to climate change and forestry sector; Experience in working with international institutions is a plus.
