The USAID Jalin Project
Scope of WorkOffice Administrator-Jalin MOH Secretariat
Background
The USAID Jalin Project (hereafter referred to as “Jalin” or the “Project”) is a five-year initiative implemented by DAI Global, LLC and its consortium of partners to work with USAID to facilitate and support partnerships through a co-creation process that brings together a diverse range of public and private sector actors in six provinces—including North Sumatra, Banten, West Java, Central Java, East Java, and South Sulawesi—to leverage domestic resources, increase the pace at which reliable local evidence is made widely available and utilized to design and implement local maternal and newborn health solutions.
Jalin contributes to a maternal and newborn health movement in Indonesia that: (a) brings together actors, including those traditionally outside the health system, to use local evidence and global best practices to co-create, test and adapt local solutions; (b) addresses evidence gaps by identifying where and why maternal and newborn deaths are happening and uses that information to co-define and create local solutions; (c) engages the public and private sectors to co-finance scalable local solutions to support partnerships and ensure that the poor and vulnerable have access to essential services; (d) catalyzes new and existing partnerships, local solutions and co-investment through a whole-of-market approach across the projects areas of technical focus; and (e) fosters a culture of learning and adaptation.
Jalin’s Theory of Change is as follows:
- If MNH evidence is available and compellingly communicated, and influential Multi Stakeholder actors are engaged, then constructive and inclusive partnerships, solutions, and advocacy can flourish and these efforts can spur an MNH movement that contributes to reducing maternal and newborn mortality in Indonesia, specifically for the poorest and most vulnerable.
- Jalin works closely with USAID and the Ministry of Health (MOH), particularly the Family Health Unit. The Office Administrator reports directly to Jalin’s Government Relation Specialist and works administratively to support effective collaboration amongst and between Jalin, USAID, the MOH, Indonesia’s (GOI) goal of reducing maternal and newborn mortality.
- Maintain the Jalin secretariat office communications and coordination with MOH office—particularly the Family Health Unit, Health Services Unit, and Health Promotion Unit—and ensuring are conducted accordingly and documented well.
- Provide administrative support to program activity including clerical duties such as filling, answering phone calls, responding to emails, preparing documents and organizing place for meeting.
- Contributes to keep respected relationships with MOH staffs and other Jalin Project Stakeholders.
- Assist coordination of project deliveries.
- Works closely with the MOH administrative staffs and assist operational activity needs, whenever needed.
- Contributes to regular communication and reporting on project approaches and successes.
- Other duties consistent with the overall focus of the position as assigned by the Government Relation .
- Minimal D3 diploma with 2-3 years of working experience on office administration
- Minimum of 2 years of relevant experience
- USAID- and/or other donor-funded health sector programming experience required
- Experience working with government, NGOs, and other relevant stakeholders
- Ability to work in complex environments with multiple tasks, competing priorities, and short deadline
