The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development.
The SUPA (‘Sustainable Use of Peatland and Haze Mitigation in ASEAN) programme is co-financed by the EU and the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU). The initiative supports the implementation of the ASEAN Programme on ‘Sustainable Management of Peatland Ecosystems’ (APSMPE) under the shared overall objective ‘to promote the sustainable management of peatlands in the ASEAN region through collective actions and to enhance the cooperation to support and sustain local livelihoods, reduce the risk of fire and associated haze and contribute to global environmental management..’
Component 1 (of two components) of the progamme is on ‘peatland governance’ implemented by GIZ.Based on the intervention logic, the implementation of this component is structured into three work areas.
- Work Area 1: Strengthening regional co-operation by strengthening ASEAN
- Work Area 2: Specific Support to AMS for the implementation of APMS and NAPPs
- Work Area 3: Generating Pilot Experiences from Indonesia and Malaysia
GIZ seeks a qualified Indonesian or Regional candidate (Citizen of an ASEAN Member State) for one position of National Technical Advisor - Indonesia
Responsibilities
Based on the pilot areas as per Work area 3, SUPA Programme elaborates ‘proofs of concept’ on ground-proven methodologies and ‘good practices’ that can be used for multiplication and dissemination purposes in the region to promote sustainable management of peatlands in the ASEAN region. With this objective, SUPA detects pilot project level’s needs and designs and implements specific technical assistance measures.
The National Technical Advisers will work in the context of the work area 3 - Generating Pilot Experiences from Indonesia. She/He is a qualified individual with experience in the design and implementation of projects related to forestry, peat swamp forests or peatlands and an expert in natural resources management and sustainable peatland management.
Under the overall supervision of the Principal Advisor, the Technical Advisors will oversee the life cycle of the pilot projects in Indonesia.
Tasks
The National Technical Adviser will work in the context of the work area 3 with focus on ‘Generating Pilot Experiences from Indonesia’.
The Technical Advisors has a strong national and subnational network and will support the SUPA Team by:
- Scoping the technical assistance in the selected pilot peatland areas in Indonesia based on national experiences, strategies and priorities.
- Pre-selecting possible sites for pilot projects in close discussion with national partners
- Analyzing and assessing the pre-selected areas based on agreed sets of criteria as well as available baseline data.
- Collecting data and outlining possible pilot measures in the selected pilot areas, with description of methods to be applied, possible partner structure, geographical boundaries of the pilot areas;
- In coordination with the national partners, preparing the necessary documentation, inclusive of logical framework and indicators, operational plans, financing and scaling-up concepts.
- Formalizing agreements with political and local implementation partners in Indonesia and Malaysia.
- Preparing and support the implementation of annual plans for the implementation of the pilot measures together with local partners.
- Designing and implementing monitoring and evaluation exercises with the partners aimed to early identification of needs.
- In response to the identified needs, designing capacity development support/solutions in coordination with the regional SUPA Team. These will be aimed to:
- Formulating replicable methods for sustainable peatland management and for disseminating the experiences.
- Conducting studies and targeted concept development of experiences from the pilot measures, including positive impacts on biodiversity, mitigation, and adaptation as well as accompanying studies on possible funding options and partners.
- Detailing business ideas, investment and support concepts as well as facilitating match-making with public partners, private sector, investors, and philanthropist as well as development partners.
- Developing project pipelines together with relevant implementation partners and facilitating supportive measures accompanying to the most promising proposals seeking support.
- Supporting AMS in documenting and communicating pilot experiences at regional, national and local level, facilitation of the dialogue with potential partners for replication or upscaling.
- Supporting AMS in transferring the experiences to development processes of public strategies and planning processes.
- Reporting to the Regional Advisor and the International Advisor about to the pilot level implementation contribution to the progress of the overall SUPA programme
- Compiling and assessing results from the pilot areas regarding acceptance, replicability, and potential for securing the financial sustainability and further deployment.
Qualifications
- Advanced university degree in environment management, conservation, sustainable land management, or related area.
- Minimum 5 years of experience with administering and managing projects, including large-scale projects that require coordination with various partners and governmental institutions.
Professional experiences with/in
- Natural resource management especially in Indonesia,
- Policy advice, and project development and implementation of forestry and agroforestry projects,
- Working with local communities and private sector,
- Building the capacities of local partners and providing technical, assistance for interventions focusing on environmental conservation and peatland management,
- Monitoring of tropical ecosystems, remote sensing technologies, fire prevention and management.
- Knowledge of peatland ecosystems and familiarity with peatland restoration and management technologies and relevant international best-practices.
- Demonstrated skills and direct work experience with natural forest management, community-based forestry and agroforestry.
Other knowledge, additional competences
- Strong programme formulation, implementation, monitoring and evaluation skills;
- Strong knowledge of results-based management principles and approaches;
- Strong interpersonal, communication and networking skills;
- Excellent time management skills with a demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently
- Strong team building and networking qualities.
- Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
- Fluent written and spoken English and Bahasa Indonesia.
