Overview
WRI Indonesia seeks a full-time GIS / Forest Research Assistant to support the implementation of project activities related to National Forest Monitoring System and Forest Legality Initiative (e.g. CITES, illegal logging, wood ID methods development) portfolios in Indonesia. National Forest Monitoring System focus on assisting the Government of Indonesia to monitor forest area in Indonesia and updating Indonesia annual forest data, this entails close collaboration with Indonesian Ministry of Environment and Forestry (KLHK), as well as Indonesia National Institute of Aeronautics and Space (LAPAN). Forest legality initiative in Indonesia is related to the implementation of FLEGT (Forest, Law Enforcement, Governance and Trade) that aims to reduce illegal logging by strengthening sustainable and legal forest management, improving governance and promoting trade in legally produced timber.. Indonesia’s VPA (Voluntary Partnership Agreement) with the European Union is among the most advanced of the VPA processes. The VPA process has been a major catalyst for development and implementation of Indonesia's SVLK.

The projects seek to strengthen our current collaboration with KLHK and LAPAN in developing new methodologies to improve Indonesia forest data generation. Aside from working on national forest data, Forest Research Analyst will also be involved in FLEGT related research in strengthening the implementation of Indonesia Timber Legality Assurance System (TLAS), including the development of Indonesia wood ID database to halt illegal logging activities. The work includes but not limited to: (i) spatial analysis and satellite image processing to improve Indonesia National Forest Monitoring System and illegal logging area identification, (ii) support to WRI Indonesia’s GIS team in conducting research related to land use and spatial data base management, (iii) engagement and close collaboration with government institutions, universities, and WRI consultants for project implementation and forest data research, (iv) support for current FLEGT and Forest Legality Initiative (FLI) Projects, including assistance in project implementation, as part of development of WRI Indonesia FLI portfolio.

Responsibilities
The GIS / Forest Research Assistant main areas of responsibility will include the following:

Program & Project Management (40% of time required)
  • Assist the implementation of forest program activities;
  • Provide administration support for project implementation, including arrangement of big events, such as workshop, focus group discussion, and kick-off meeting with project partners;
  • Present WRI Indonesia Forest works in front of project partners (i.e. government institution, CSOs, universities, and research institutions) if necessary;
  • Support coordination and engagement with project partners and consultants to ensure project deliverables fulfillment. 
Research & Knowledge (50% of time required)
  • Conduct spatial analysis and satellite image data processing for forest related research;
  • Be involved in field data collection to support research related to wood ID, FLEGT, forest data verification, and burnt scar data;
  • Assist project report writing and the production of WRI research product with topics related to Indonesia annual forest data, and FLEGT (forest law enforcement, governance, and trade);
  • Support WRI Indonesia study on illegal logging area identification. 
  • If needed, provide support for Ad-Hoc task upon the approval of Manager or Supervisor. 
Administration (10% of time required) 
  • Provide administration support for project activities implementation.
  • Fulfill individual administration tasks (e.g. timesheet submission, Back to Office Report, and others) as required by WRI Indonesia. 
Qualifications
This position is for someone eager to get involved in activities related to forest monitoring, halting illegal logging activities, and spatial data analysis for land use research. This position requires ability to collaborate with government institutions, non-government institutions (NGOs), private sector, and university, as well as to conduct research related to forest.

Required Qualifications:
  • Legally able to work in Indonesia;
  • Bachelor’s degree, preferably Master’s degree, in forestry, geography, environmental management/science, or other related field;
  • Proficiency in English and Bahasa Indonesia;
  • Minimum 2 years of full-time work experience in working with spatial data and satellite image processing, and having basic knowledge of forest issues in Indonesia;
  • Experience in writing reports, both in Bahasa Indonesia and English;
  • Ability to run GIS software and experienced working with Remote Sensing data are a must;
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook);
  • Ability to work with minimum supervision and under pressure; and
  • Highly responsible and self-motivated. 
Preferred Qualifications:
  • Understanding and experience in Landsat/Sentinel data processing for land use/cover monitoring;
  • Experienced in processing SAR Satellites is a plus;
  • Familiarity with Python for automation scripting in Spatial Analysis;
  • Familiarity with PostgreSQL/PostGIS for spatial database management system; 
Must have authorization to work in Indonesia to be eligible for this position.

Final candidates will be required to take a writing test.

Consultant rate:  Consultant rate is commensurate with experience and skills. WRI offers a generous, comprehensive consultant rate.
