Plan International
Indonesia is presently implementing its country strategic 4 (CS 4) covering
fiscal year 2017 to 2022, where the country objective has been defined as “to
identify and facilitate the removal of obstacles that prevent children from
enjoying their rights and participating fully in Indonesian society”. The
organisation’s purpose is to “strive for a just world that advances children’s
rights and equality for girls”. This goal will be achieved by providing
technical support and implementing quality programs and projects through
partnership. An effective and efficient communications strategy is a must for
Plan Indonesia to share the outcomes of these projects to influence different
actors, specially state authorities and to position Plan’s profile within and
outside at different levels – starting from community, sub district, district
to national, regional and international levels.

Admin and Finance BLOOM Project Officer - Jakarta Based
Plan International Indonesia currently seeks for an experienced Finance and
Administration Officer to join BLOOM Indonesia Project. This position is
responsible for ensuring optimum support to the Project
Manager on the
budget management of the project, providing financial performance information
and analysis, performing
review over project’s and partner’s
financial report, providing project administration
management activities, and supporting Decide Finance & Admin Coordinator
related matters.
Main
Responsibilities General Management: Liaises
with project
partner(s), agencies and third
parties in project area in relation to
financial and administration activities.Maintains communication flow with BLOOM Indonesia Project
Coordinator in PIA Flores and Lembata and project partner to ensure documentation and follow-up on pending
financial issues. Overall supervision of the operations of finance and administration, including local partner, Reviewing
contract agreements for proper payment
request and liquidation, special invoicing requirements and
ensuring all required information is provided, Ensure
project close out procedures are completed on a timely basis, Ensuring
all assigned functions are carried out in compliance with approved policies,
practices and procedures, Collaboratively working with Decide Project
Coordinator on related work (when required), Performs miscellaneous job-related duties as
assigned.
Planning & Budgeting Together whith Project Manager
manage the preparation of the project budgets, i.e.
budget adjustment and mapping , Monitor budget expenditure in SAP, Forecast cash flow positions. Monitors cash flow,
prepares fund request to facilitate monthly transfer of funds needed by the
field. Monitors financial performance of the field in terms of set budgets
(operating expenses, grants, etc.). Prepares/reviews
and analyses budget monitoring reports, gives advice to the rest of the Project
Manager and team to take corrective actions, as appropriate. Collaboratively working with
Decide Project Coordinator on related work (when required). Performs miscellaneous job-related duties as
assigned.
Payment Processing Processes
and facilitates all payments or fund transfers.Ensures that expenditures are
authorized and approved, and supported by adequate documentation. Ensures
that Plan International Indonesia funds are utilized and accounted for based on
generally accepted accounting principles and Plan International Indonesia
standards. Regularly
updating of budget, helping Project Managers to manage their work within each
task budget and determining when payment
needs to be transferred or written off.. Checks
payment requests against approved budget lines.
Follows-up acquittal or liquidation of advances and ensures no advances
are given unless the previous advance is acquitted/ liquidated.Collaboratively working with
Decide Project Coordinator on related work (when required)
Accounting/Reports Ensures
that financial transactions are properly inputted in the SAP
application/system. Ensures that transactions are
properly coded, and if applicable, expense allocations are properly made.Prepares monthly financial reports to Project ManagerAssisting
the Project Manager to establish the appropriate work breakdown structure (WBS). Ensures
that accounting records are properly maintained and documents are properly
filed . Generating invoices based on
instructions received from PM and ensuring invoices are accurate. Ensures
that expenditures are valid and in line with approved budgets, including
partner’s expenditure. Obtains
explanations for / investigates variances. Collaboratively working with Decide Project
Coordinator on related work (when required)
Administration
Oversees
and administers the day-today activities of the office; follow the policies,
procedures, and systems of Plan International Indonesia which ensure productive
and efficient office operation. Organize and facilitates meeting,
conferences and other special event; coordinate and attends meeting, and
participates in discussion as appropriate. Assist Project Managing on preparing
letters, contract, agreement and other document as needed by the project based
on Plan International Indonesia policies. Documenting
all project assets and reporting to Procurement & Logistic Officer in
Country Office. Collaboratively
working with Decide Project Coordinator on related work (when required)
Procurement
and Logistics Ensures that Plan International
Indonesia and donor procurement
policies are implemented in the field. Coordinates
with the Country Office the project office’s needs, and any issues and actions
involving HR, Admin and logistics. Collaboratively working with Decide Project
Coordinator on related work (when required)
Education: Bachelor’s degree
in finance administration or accounting, or equivalent business. 2-3 years
experienced in finance and administration..
Skill in budget preparation, implementation, tracking and analysis, and
reporting. Ability to gather data, compile information, and prepare reports..
Records maintenance skills. Skill in organizing resources and establishing
priorities. Conflict resolutions and/or mediation skills. Demonstrated ability
to maintain confidentiality. Word processing and/or data entry skills.
Organizing and coordination skills. Knowledge of general accounting principles and internal audit process. Knowledge of administrative policies and procedures
as applied to public institutions. Able working independently with minimum
supervision. Able to work under pressure and meet the deadline. Advanced
organizational skills with the ability to handle multiple assignments. Strong
communication skills. Strong English skills. Fast learner and adjustable to circumstances around in order to create
harmony team-work atmosphere
