Helen Keller International (HKI) is an international non-governmental organization whose mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition. We do this by establishing programs based on evidence and research in vision, health, and nutrition. Established in 1915, HKI maintains its Headquarters in New York City, with Regional Offices in Senegal and Phnom Penh to support 22 country offices in Africa and Asia.

Since the 1970s, HKI-Indonesia has been working to establish sustainable evidence-based approaches to enhance health and nutrition, improve education for the disabled, and expand access to eye health services for Indonesians, particularly women and children. HKI-Indonesia’s programs are integrated at all levels of the government health and education structures by helping to develop its human resources and infrastructure, conduct needs assessments, analyze local context to inform program design and implementation, train personnel, provide basic equipment and medicines, deliver services if needed, and monitor program progress and evaluate program impact.

Good nutrition in the first 1,000 days, from conception to two years of age, is critical to enable all children to lead healthier and more productive lives. HKI and Alive & Thrive (A&T), an initiative that began in 2008 aimed at saving lives, preventing illness, and ensuring healthy growth and development, are aiming to scale up improved infant and young child feeding and maternal nutrition in Indonesia through strategic technical support and the dissemination of innovations, tools, and lessons, as well as to provide technical assistance for social and behavior change communications (SBCC) in support of the Scaling Up Nutrition (SUN) Movement. The aim is to increase the uptake of proven tools and approaches for national-level advocacy, and development of multi-sectoral SBCC strategies and country plans for scaling up MIYCN.

Social and behavior change (SBC) was identified by the Government of Indonesia as a priority for interventions to address stunting, including implementation of a national campaign focusing on knowledge, political commitment, and accountability for stunting reduction as stated in the National Movement to Accelerate Nutrition Improvement (2013) and the National Stunting Reduction Movement (2017). To contribute to these national efforts, and particularly the SBC strategy, A&T recently completed a desk review based on existing literature on MIYCN and nutrition-sensitive practices in Indonesia identifying priority areas where gaps existed in our understanding of MIYCN and child development practices. A formative assessment will be conducted in 2018-2019 to better understand these priority MIYCN and ECD behaviors, and test new, improved practices. The results of this assessment will be used to inform national strategies and program activities within substantial investments to improve maternal and child health and development.

Job Summary / Responsibilities:

• The Consultant will support the development, execution, and coordination of MIYCN policy advocacy, SBC, and associated work plans for Indonesia. The position is based in Jakarta, Indonesia.

Accountabilities:

• Technical support: Provide technical assistance and coordinate support to the Government of Indonesia and partners in developing and implementing policy advocacy and SBC activities using breastfeeding-friendly health system approaches, tools, and materials.
• Evidence generation: Support developments and updating of situation analysis, including gathering and reviewing studies, implementation of collaborative activities, policies and materials, and stakeholder and opinion leader assessments.
• Strategic Communication: Collaborate with governments, partners, and colleagues to plan, develop, and produce tools and communication vehicles to enhance capacities, policies and systems leading to improved MIYCN behaviors in the country, and support related program objectives.
• Representation and engagement: Actively engage in Government and partner meetings, workshops, working groups, and networks.
• Measurement, learning, and evaluation: Support measurement, learning, and evaluation activities, including monitoring tools and progress in the implementation of country work plans and contribute to project evaluations.
• Documentation and dissemination: Contribute to the documentation, dissemination, and reporting of MIYCN related activities, experiences, and results for partner and donor updates, publications, social media, and relevant communication channels. Facilitate cross-country and cross-donor learning as appropriate.

Travel Requirements:

• 15 – 20%

Qualifications:

• Master’s degree in Nutrition, Public Health, Medicine, Communications, Social or Behavioral Sciences, Public Relations or related fields, or commensurate experience.
• 6-8 years of advocacy, communications, or program management experience in the developing world context, preferably in sectors related to maternal, infant, and young child nutrition.
• Demonstrated experience in working with the local government sector in Indonesia is critical.
• Excellent communication, and organization skills are required. Must be able to read, write, and speak fluent Bahasa and English.
• Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
• Prior work experience in a non-governmental organization (NGO), multilateral organization, government agency, academic institution, or private company.

Applied Knowledge & Skills:

• Working knowledge of concepts, practices, and procedures with providing technical support for research studies.
• Excellent organizational, technical writing, and analytical skills.
• Excellent and demonstrated public relations, interpersonal relations, public speaking, and diplomacy skills required.
• Ability to take initiative and focus on results.
• Ability to learn new skills and systems, with an entrepreneurial work ethic and gain respect among staff and stakeholders.
• Ability to analyze and interpret quantitative and qualitative data, identify errors, and prepare reports.
• Ability to problem-solve and implements corrective action as needed.
