Monitoring, Evaluation, and Learning (MEL) Specialist

BACKGROUND
DAI is seeking a MEL Specialist for the 5-year ASEAN-USAID PROSPECT program, which supports ASEAN’s goal to build a more inclusive and prosperous Southeast Asia. Through provision of technical expertise, PROSPECT provides institutional strengthening and support to increase ASEAN’s capacity to better resolve regional and global challenges and advance an effective, rules-bas-ed architecture for cooperation among governments in the region to uphold human dignity and the rule of law. 

RESPONSIBILITIES:
The MEL Specialist will ensure project adherence to the Activity Monitoring, Evaluation, and Learning (AMEL) Plan, updating and revising it as appropriate. S/he will be responsible for implementation of PROSPECT M&E systems, including collecting and processing M&E data, entering information into the project’s management and information systems, developing M&E instruments and protocols for project events and technical outputs, and providing reports as needed.  S/he will also identify current efforts, gaps, and opportunities for promoting gender equality and the mainstreaming of gender-focused institutional practices within PROSPECT-supported activities.

OBJECTIVES AND DUTIES:
  • Responsible for the implementation and annual updating of PROSPECT’s Activities, Monitoring, Evaluation and Learning (AMEL) Plan and for maintaining integrity of project data and M&E systems and processes;
  • Ensure that M&E protocols are in place and adhered to for all project activities, effectively measuring agreed upon outputs, outcomes, and impact;
  • Manage the processes for data collection, management, analysis and reporting for inclusion in quarterly reports and other project documents;
  • Ensure information is collected and entered accurately into relevant databases, including TraiNet;
  • Analyze indicator results in the context of the project Work Plan and provide strategies to improve project performance;
  • Update data and documents within the Technical and Administrative Management Information System (TAMIS) for project planning, reporting, and knowledge management;
  • Ensure gender, youth and minority considerations are integrated in all PROSPECT activities, drawing upon the latest USAID guidance;
  • Provide ongoing staff training on M&E, data collection, survey protocol, and data quality;
  • Support the Chief of Party to facilitate internal and external communications about program results against agreed upon indicators;
  • Alert the Chief of Party in the case of any concerns with regards to the integrity of project data or practices;  
  • Perform other duties as assigned by the Chief of Party
The MEL Specialist will be based in Jakarta, Indonesia. S/he will report to the Chief of Party. 

QUALIFICATIONS:
  • Four-year university degree required.
  • Minimum of 5 years professional experience in Monitoring and Evaluation for donor-funded programs, including experience with management of data collection and quality control.
  • Experience working on USAID-funded projects preferred.
  • Able to work under tight deadlines with minimal supervision.
  • Able to work in a team.
  • Written and spoken English language fluency required.
  • Excellent computer skills and familiarity with computer software programs, including MS Word and Excel.
