Save the Children Job Vacancy: Humanitarian WASH Advisor, Jakarta

Save the Children in Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership.
We are currently seeking to fill the following position:
Humanitarian WASH Advisor
1 position in Jakarta

ROLE PURPOSE:
Humanitarian WASH Advisor, will provide overall technical support to all projects related to WASH in Indonesia, specifically related to the Central Sulawesi response. The WASH Advisor will have a leading role in the planning and implementation of the WASH programme including development of high quality proposals and provision of high quality and timely technical support to the field team, with particular focus on current Central Sulawesi Responses.  Working under the supervision of the deputy team leader of PDQ, she/he will work closely with the programme implementation team and ensure high quality programme implementation both in WASH in community and WASH in institutions. She/he plays a leading role in capacity building of programme teams, partners and other local actors in WASH.. The Advisor will also play a pivotal role in providing adequate technical and monitoring support to the programme teams to ensure technical quality throughout the project implementation cycle. He/she will play a key representation role in front of donors and WASH partners and as necessary will participate in WASH forums.  He/she will work with other PDQ staff and field teams to support area level advocacy on WASH.
QUALIFICATIONS AND EXPERIENCE:
  • Degree in public health/civil or water engineering or a related field. Solid experience in WASH related programmes including in emergency context is needed if the qualification is not public health
  • Recommended  minimum of six years of relevant technical experience including two years at senior level
  • Proven skills and experience in undertaking assessments and designing/writing quality technical proposals in the sector
  • Proven experience in programme development, project cycle management and monitoring and evaluation related to the sector including writing up high quality project/donor reports
  • Proven experience of developing and managing high quality, innovative and cost-effective technical WASH projects in fragile and insecure environments, preferably in the Asia context and with International NGOs
  • Proven experience and skills in advocacy and building work relationships with local/national governments and influencing institutional, private and/or corporate donors
  • Solid experience and excellent skills in capacity building of systems, staff, partners and other actors related to WASH
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mindsets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Willingness to be deployed part or full time in to emergency response as per need and as directed 
  • Fluency in English, both verbal and written, required
