Background:
The Revitalising Informal Settlements and their Environments (RISE) program aims to demonstrate a new approach to water and sanitation management in urban informal settlements. RISE is an action-research program utilizing a randomized controlled trial (RCT) methodology involving 24 informal settlements (12 in Suva, Fiji and 12 in Makassar, Indonesia). The RISE theory of change is that the water sensitive cities (WSC) approach can interrupt the faecal-oral transmission route, resulting in an improvement in human gastrointestinal health, especially for children under 5 years of age. The overall aim of RISE is ‘to improve the lives of men and women, boys and girls in informal settlements through improvements in human health and the environment by adopting a water-sensitive cities (WSC) approach to informal settlement upgrading’. The expected outcome is to provide the evidence that a localised, water-sensitive approach to upgrading informal settlements can deliver sustainable, cost-effective improvements in health and the environment as a complementary to ‘big pipes’ in the Asia-Pacific, paving the way for further deployments in the region and globally.

Key responsibilities:

• Collect blood from children under 5 years old via venipuncture
• Measure height and weight of children under 5 years old
• Prepare and label specimens for laboratory testing
• Prepare and label field sampling equipment

Phlebotomist Job Duties: 

• Verify blood sample collection requisitions in close coordination with designated Community Field Worker and Assessment Team Leader, bringing discrepancies to the attention of the Assessment Team Leader.
• Verify participant identity by reading participant identification data; collect and label specimens exactly as outlined in each sample collection requisition.
• Obtain blood specimens by performing venipunctures or finger pricks.
• Be calm, friendly, courteous, and sympathetic when it comes to working with participants.
• Maintain specimen integrity by using aseptic technique, following RISE SOPs.
• Properly package each specimen and ensure on-time delivery to the laboratory; track collected specimens by initialling, dating, and noting times of collection; maintaining daily tallies of collections performed.
• Maintain quality results by following RISE procedures and testing schedule, recording results in the quality-control logs, and identifying and reporting needed changes.
• Maintain safe, secure, organised and healthy work environment by following standards and procedures, complying with legal regulations and RISE guidelines.
• Assist in obtaining medical information from local health centres (PUSKESMAS) as necessary.
• Honour the privacy of participants and the confidentiality of their data.
• Work closely with Assessment Team Leader and Lab Technicians to maintain and organize lab equipment and consumables.
• Serve and protect the community and RISE personnel by adhering to professional standards, RISE policies and procedures, and national, provincial, and local requirements and standards. 

Key result areas:
Blood collection success rates and height/weight measurements.

Phlebotomist Skills:

• Drawing blood from children 0-5 years old in the community.
• Analysing information, infection control, bedside manner, attention to detail, field environment, procedural skills, quality focus, creating a safe and effective environment, informing others.
• Building and sustaining effective working relationships and conducting regular meetings with the Assessment Team Leader, laboratory and field workers to ensure efficient scheduling of laboratory and field operations.

Required qualifications and experience:

• Phlebotomy certification and/or hospital certification and preferably an academic qualification in the healthcare sector.

Extensive experience with:

• Venipuncture collection in children 0-5 years old
• Excellent patient service and patient relationship skills.
• Implementation of OH&S and other quality systems.
• Legible handwriting.
• Strong attention to detail.

Excellent English oral and written language skills are preferable but not essential.
