Background:
ASEAN-USAID IGNITE is a five year project supporting ASEAN economic integration with a focus on trade facilitation, the digital economy, and science, technology, and innovation.  Ideally, the Program Manager for Science, Technology, and Innovation would begin work on 7 January 2019.

The Program Manager for Science, Technology, and Innovation will work under the direct supervision of the ASEAN-USAID IGNITE Deputy Chief of Party and will work closely with the project’s other Program Managers and Chief of Party.

This position is based in Jakarta, Indonesia.

Job Description:
Key responsibilities include managing and oversight over science, technology, and innovation activities of the ASEAN-USAID Inclusive Growth in ASEAN through Innovation, Trade and E-Commerce (ASEAN-USAID IGNITE) project, and serving as a liaison with relevant sector bodies of ASEAN.   More specifically, the Program Manager for Science, Technology, and Innovation will be responsible for the project’s work to promote the use of science, technology, and innovation to drive open and inclusive economic growth.   S/he will work with the ASEAN-USAID IGNITE Chief of Party, Deputy Chief of Party, and Program Managers to ensure that science, technology, and innovation activities are developed and managed effectively to meet project targets.   S/he will work with organizations like with the Committee on Science and Technology (COST) and its subsidiary bodies, as well as the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME), the ASEAN Women Entrepreneurs Network (AWEN), the ASEAN University Network (AUN), and AUN/Southeast Asia Engineering Education Development Network (AUN/SEED Net).

Scope of work:
  • Be the project’s point person for science, technology, and innovation activities working with ASEAN;
  • Advise and support the Chief of Party in synchronizing program activities, development of annual work plans, ensuring completion of key technical deliverables and preparing regular and ad hoc reports to USAID;
  • Implementing and managing the implementation of any science, technology, and innovation activities;
  • Assisting in developing statements of work, approval memoranda, and other USAID approval documentation in collaboration with ASEAN;
  • Managing short-term consultants providing assistance to program goals and targets;
  • Attending workshops and events on behalf of the project;
  • Tracking and managing relevant monitoring and evaluation indicators;
  • Contributing to reporting to USAID and to ASEAN; and
  • Other related assignments and duties as requested by the Deputy Chief of Party or Chief of Party.
Qualifications:
  • Minimum of five (5) years of relevant technical work experience in promoting science, technology, and innovation as part of strategic economic growth
  • Bachelor’s degree or equivalent related to economics, science, engineering, business, law, international development, or a related field
  • Minimum of three (3) years experience in planning and management of multi-year projects, including reporting both data and narrative results of progress
  • Demonstrated interpersonal skills in dealing with government and private sector stakeholders
  • Experience working directly or indirectly with the ASEAN Secretariat or other relevant ASEAN sectoral body preferred
  • Prior experience working with USAID, DFID or another donor preferred;
  • Fluency in English;
  • Strong communications skills and effective report-writing skills;
  • Experience working with complex, multi-disciplinary teams;
  • Experience working with Monitoring and Evaluation (M&E) preferred;
  • Must live and reside in Indonesia as no expatriate benefits are allocated for this position; and
  • ASEAN national strongly preferred.
