Project Description:
The Indonesia Clean Energy Development (ICED II) Project is a sixty (60) month project funded by the USAID (United States Agency for International Development) and implemented by Tetra Tech ES, from May 2015 through May 2020. The purpose of USAID ICED II is to assist the Government of Indonesia in establishing an effective policy, regulatory and incentive environment for low-emission growth in the energy sector, while simultaneously attracting public- and private-sector investment in clean energy development.
USAID ICED II implements activities through a wide variety of public and private sector partners and stakeholders. This is essential to leverage the project’s technical and financial resources, to ensure that there are key sponsors or stakeholders for an activity before and after USAID ICED II involvement, and to ensure that USAID ICED II activities are aligned with the priorities of clean energy sector’s stakeholders. USAID ICED II key counterparts are among others the Ministry of Energy and Mineral Resources, National Development and Planning Agency (Bappenas), State Electricity Company (PLN), and Indonesia’s Financial Services Authority (OJK). Other counterparts of USAID ICED II are provincial and district governments, banks, independent power producers, donor agencies, educational and training institutions, and clean energy services.
Position Description:
The Stakeholders Engagement Officer is a full time position based in Jakarta.
The Stakeholders Engagement Officer main responsibilities is to assist Senior Communication Advisor (SCA) in managing engagement with USAID ICED II Stakeholders. S/He will work closely with USAID ICED II Key Partners, both public and private sectors.
Roles & Responsibilities:
  • His/her responsibilities will include, but not be limited to the following:
  • Support SCA in developing and implementing USAID ICED II stakeholder engagement plan.
  • Support SCA in communication and coordination with USAID ICED II stakeholders i.e. manage schedules; organize workshops, high level meetings, focus group discussions; maintain correspondence; produce minutes of meeting and periodic activity updates.
  • Support SCA in relevant administration tasks related to stakeholders engagement activities of USAID ICED II i.e.. maintain updated contact lists, filing, and correspondence; ensure close coordination with USAID ICED II operations team, program staff, and communications.
  • Support SCA in preparation and consolidation of relevant information to produce BAST (Berita Acara Serah Terima) report through close coordination with USAID ICED II stakeholders as well as USAID ICED II program staff and operations team.
  • Other tasks as requested.
Posting, Reporting & Supervision
S/He will report to SCA and the USAID ICED II Deputy Chief of Party, who both of them will lead the stakeholders’ engagement activitiesS/He will be designated under Component 3.
Regular Employee Performance Appraisals will be conducted on at least an annual basis.
Required Qualifications:
  • Any bachelor degree preferably in Engineering, Economy, Environment, or Communication background.
  • At least 3 years’ experience, preferably in energy sector, especially in renewable energy and/or electricity project. Exposure in power plant business is a plus.
  • Exposure to dealing with executive level staff (Board of Directors, CEO, Managing Directors) and high level government officials.
  • Able to write and speak fluently in Bahasa Indonesia and English.
  • Advance user of Microsoft Word, Excel, and Power Point.
  • Highly organized individual with ability to work under pressure in a dynamic environment.
  • Able to work independently and a team player.
  • Able to appreciate international diversity and to establish effective working relationships with international clients.
  • Able to establish and maintain working relationships with clients, supervisor, staff and USAID ICED II stakeholders.
