Islamic Relief Job Vacancy: Head Of Programmes, Jakarta

ISLAMIC RELIEF  PURPOSE:
To promote sustainable economic and social development through development programmes, helping the needy regardless of race, religion or gender.

PURPOSE OF PROGRAMMES DIVISION:
Islamic Relief has its country office in Jakarta and Programme offices in Aceh, Banten, NTB and Central Sulawesi (Palu). The incumbent is expected to support and monitor the country programs to ensure the continuous development of program according to the country strategy in line with global Islamic Relief Worldwide Strategy. Socio-economic and humanitarian needs of vulnerable people are met through capacity building, technical and programmatic support.

IR’s implementing structure reinforces to enable these people and their communities to develop themselves sustainably, and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises; and increased ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent, quality and timely reporting to the organisation’s donors.

JOB PURPOSE:
  • To provide strategic leadership and expertise to the program in the country.
  • To ensure the programme meets Islamic Relief Quality Standards
  • To provide timely and high quality proposals and reports to donors
  • To ensure the development and utilization of best practice for technical interventions
  • To network with, and represent Islamic Relief to partners (government authorities, donors, INGOs, local NGOs, CBOs etc.)
  • To supervise field activities, assist in implementing IR’s programme strategy, produce and review
  • Donor and programmatic reports, field visits to provide advice and guidance to area programme teams
KEY ROLES/RESPONSIBILITIES AND ACCOUNTABILITIES
The Head of Programmes is accountable to fulfil his/ her roles and responsibilities in line with IRW’s code of conduct, values and principles, and to report to his/her line-manager regularly on the basis of annually defined key performance indicators (KPIs).

Programme Development (at least 40% of time)
  • Provide strategic direction to the programme to ensure it works towards reducing poverty in a sustainable manner and responds to emergencies effectively
  • Take a lead role in the annual strategic planning process
  • Design programmes and projects based on the Country Strategic Plan and Emergency Preparedness Plan.
  • Proactively identify opportunities to build key stakeholder relationships, and take the initiative to follow up with necessary action.
  • Develop timely and good quality donor proposals to expand the programme, using a participatory approach involving all relevant stakeholders.
  • Work with the Country Director to diversity the funding base through developing existing or new relationships with donors
Implementation and Programme Quality Management (at least 20% of time)
  • Make key decisions in relation to the programme implementation, programme quality assurance and address problems that might arise during the implementation phase 
  • Ensure the programme meets Islamic Relief Worldwide (IRW) Quality Standards and Core Humanitarian Standards 
  • Ensure the programmes are implemented and evaluated in a consultative and participative manner through regular field visits, project reviews and meetings with beneficiaries.
  • Ensure the timely submission of high quality reports to HQ and donors, according to the appropriate guidelines
  • Conduct field visits and project reviews to monitor and evaluate to ensure projects are implemented as per plans and donor requirements
Management (10%)
  • Actively participate in the Country Management Team (CMT) meetings and decision making.
  • Facilitate team building across the Programmes, Islamic Relief Indonesia and the wider organization.
  • Motivate the programme team and ensure they have clear objectives and receive meaningful feedback on their performance
  • Provide guidance to HRM to ensure the short and long-term success of the programme, including recruitment, staff development, security etc.
  • Deputize for the Country Director as and when required 
Networking and Coordination (10%)
  • Build relationships with donors, UN Clusters, Government agencies and other I/NGOs in country
  • Ensure regular and effective communications are maintained within the programme, and with Asia Regional Desk at HQ including finance and other departments
  • Ensure visibility of programme through quality reporting and contributing to IR webpages and annual reviews.
Budgetary responsibility (20%)
  • Assist the programme team to develop, finalise and closely monitor the programme budget
  • Work closely with the Finance Department to ensure effective financial and budgetary control of the programmes, according to IRW’s policy and procedures
  • Ensure corrective measures are taken to address over/under spends in the project budgets 
PERSONAL SPECIFICATION
Essential: It is essential that the post holder show a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief Worldwide’s vision and mission including the following experience, skills and qualification;

Experience
  • At least 7 to 10 years’ experience of working with various International NGOs including large programme implementation, HR, budget management etc.
  • An in depth understanding of national and international development issues with particular focus on livelihood, education, disaster risk reduction, climate change, gender, child protection and humanitarian assistance.
  • Experience of developing proposals for a variety of donors including securing funding from bi-lateral agencies such as EC, ECHO, UN and DFID, SIDA, DFATD, DFAT etc.
  • Experience of developing links with INGOs, Government agencies, Institutional donors and other stakeholders
  • Experience of and commitment to participatory management and maintaining a supportive, open environment to ensure the learning and development of all staff.
  • Experience of conducting or guiding monitoring, evaluations and learning (MEAL). 
  • Familiarity with the Sustainable Development Goals, Sphere Standards, Do no harm policy, Red-Cross/Red-crescent Code of Conduct, Humanitarian Accountability Programme, Core Humanitarian Standards (CHS) etc.
  • Experience of developing disaster preparedness and contingency plans.
Skills
  • Strategic leadership and conflict resolution skills
  • Good interpersonal skills including the ability to listen, sensitivity to diverse social, cultural, political, faith and gender perspectives
  • Good organisational skills and knowledge of support service management
  • Ability to represent, liaise and negotiate at different levels (national, provincial and local) with a variety of stakeholders
  • Excellent report writing skills in English
  • An ability to work under pressure with limited supervision and in complex environment
  • Knowledge and or familiarity with the country/region 
  • Excellent communication skills including dealing with the media and the public. 
  • Excellent written and spoken English and knowledge of local language. 
  • Working knowledge of Microsoft Word and Excel
Qualifications
  • A Master degree in international development, humanitarian assistance, social science, or any other relevant discipline.
DESIRABLE

Experience
  • Experience of working in Indonesia or any other Asian country  
  • Experience of working in consortium
Skills
  • Excellent written and oral communication skills in Bahasa Indonesia and English
Personal Qualities
  • Aptitude for quickly grasping new technical concepts 
  • Ability and motivation to travel within the country
