SUMMARY

  • Project duration: 24 months (1st January 2019 - 31st December 2020), excluding 3 months for reporting and audit.
  • Duty Station: Yogyakarta, Indonesia
  • Working area: Yogyakarta, Sleman, Gunungkidul and occasionally Jakarta
  • Basic Salary Range: Rp 11.6 – 12.8 million / month depending on objective weighting of candidate’s profile and non-negotiable.
  • Initial contract will be for maximum 1 year with a possibility for renewal until the end of the project.

JOB DESCRIPTION - PROJECT MANAGER – Diabetes Project

Mission:
The Increasing access to quality and inclusive diabetes care project will be implemented in Yogyakarta Province. This is a new domain for Humanity & Inclusion in Indonesia. The project is planned to be implemented in 3 districts/city: Sleman, Yogyakarta City and Gunungkidul.

The Post holder will be responsible for the overall project management of the Increasing access to quality and inclusive diabetes care project (Diabetes Project) which aims to strengthen the inclusiveness of quality, integrated diabetes services all along the continuum of care in line with SDG's Goal 3 'Leave No one Behind' in 3 pilot zones in Yogyakarta.

Duty Station: The Post holder will be based in Yogyakarta

Duration of contract: 1 year with possible extension up to 2 years (following the project duration)

Project Implementation:
  • Formulate project implementation strategies in collaboration with the project team, partner organizations and authorities (local and national), technical advisor(s) and Operational Coordinator, 
  • In coordination with the line manager, ensure smooth implementation of the activities by planning different stages of project management 
  • Ensure good quality of the activities implemented in line with the donor proposal and HI technical standards 
  • Ensure the project implementation is in accordance with donors’ regulations, HI policies and procedures 
  • Supervise and coordinate the work of the project team members 
  • Orient national and sub national Department of health decision makers on the specificities of the Diabetes Program and coordinating training activities. 
  • Ensure regular and proper coordination among various project stakeholders 
  • Liaise with relevant stakeholders from local to national level government and other relevant institutions in order to involve their staff in project activities 
  • Organize and supervise workshops and trainings needed during the project
Logistical, Administrative and Financial Matters:
  • Develop annual procurement plan and ensure timely procurement of required materials for the project 
  • Manage and monitor project budget effectively by ensuring that expenditures are within approved budget lines 
  • Ensure that all logistical, administrative and financial policies and procedures are adequately implemented
Monitoring and Reporting:
  • Regularly monitor, interpret, analyze data and ensure adjustments in project implementation 
  • Produce quality internal (monthly reports) and external (donor Reports) reports for compilation to the Operational Coordinator in a timely manner 
  • Implement project monitoring and evaluation procedures, according to HI’s M&E policy 
  • Supervise the implementation of a comprehensive data collection system
Technical Support and Lessons Learnt
  • In collaboration with the Technical Unit at HQ, identify any area in need for additional technical support in order to guarantee the quality of the project 
  • Ensure that the tools, trainings and other materials developed within the project framework are validated by the Operational Coordinator 
  • Contribute towards the capitalization of the experiences and promotion of lesson learning approach throughout the project implementation period 
  • Directly manage the conduct of the project technical evaluations and lessons learnt document
Staff Management
  • Direct management of 1 public health officer and 2 community health facilitators. Draw up job descriptions, participate in the recruitment process for relevant project staff and validate the recruitment. 
  • Ensure organizational chart and job descriptions are in place, with clearly defined responsibilities, reporting requirements and lines of management 
  • Develop staff’s Expected Outcomes and Individual Action Plans (IAP) and conduct staff performance appraisal 
  • Identify the training needs and propose appropriate training plan for the project staff following the PINT program policy. Provide coaching and training for the project staff within his/her skills field 
  • Implement Human Resources Management policies regarding the national staff according to the Indonesian program Terms and Conditions of Engagement for national staff, Internal Rules and Regulations and Work Contract. 
  • Plan, prepare and preside meetings with team and partners on a regular basis
Represent the association within his/her skills field
  • Communicate regularly with all key project stakeholders and support the process of developing/maintaining the partnerships 
  • Represent HI at local and national level with relevant authorities, partners, and stakeholders in line with HI policies and funding bodies
Others
Perform other duties that may arise in line with the level of responsibilities of the JD, as agreed with the line manager.

Knowledge/Experience required:
  • Master Degree in public health, medical science or related field, or Bachelor degree in those fields with additional 4 years of relevant work experience. Excellent knowledge of the project management cycle, monitoring & evaluation, policy development and training cycle management
  • At least 5 years progressive experience in project management
  • Excellent knowledge of the primary health care system with focus on – diabetes, foot care and community based health systems of Indonesia
  • Experience of working with a variety of stakeholders
  • Research experience desired
  • Good knowledge of the disability sector in Indonesia, and/or willingness to work with people with disabilities
