Background
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the biggest regional section of the United Cities and Local Governments (UCLG) in which its Secretariat is based in Jakarta, Indonesia and hosted by the Provincial Government of Jakarta. UCLG is a worldwide association of local governments and the officially recognized voice of local governments by the United Nations. UCLG ASPAC has linkages to more than 7,000 local governments.. It represents well over 3.76 billion people - more than half of the world population - and incorporates economically fast developing countries such as China, India, and Indonesia.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, disaster resiliency, culture, strategic planning, decentralization, local finance, gender equality, women leadership and empowerment as well as good governance.

UCLG ASPAC with its consortium partners is currently engaging in one of current EU projects - International Urban Cooperation Programme (IUC): Sustainable and Innovative Cities and Regions – Regional Action Asia. The IUC programme is funded by the EU's Partnership Instrument which supports the realisation of EU policy objectives in areas including climate change and the external projection of the EU's growth strategy "Europe 2020."  The global IUC programme seeks to establish cooperation in the areas of sustainable urbanisation, climate change through sustainable energy on a mutual benefit-basis with existing and new key EU partners. The project covers the EU and China, Hong Kong, Indonesia, Malaysia, Singapore, the Republic of Korea and Vietnam, while UCLG ASPAC will primarily focus on the following target countries: Indonesia, Malaysia, Hong Kong, Singapore, the Republic of Korea and Vietnam.  If deemed necessary, other countries are agreeable to be the focus.

UCLG ASPAC is recruiting the Technical Project Officer for a one-year (1) period with possibility of extension, based on satisfactory performance. The post assigned to support component 2 of the EU-IUC Project. Implementation of the Global Covenant of Mayors (GCom) for Climate Change and Energy in particular, as recently UCLG ASPAC has been appointed as the Regional GCoM Secretariat for South East Asia. The Technical Project Officer will be supervised by Regional Project Manager/Technical Coordinator, Energy and Climate Change International Urban Cooperation (IUC) Asia SupportDesk.

S/he will undertake the following tasks:

Objective and goal:

  • Provide technical support that contributes to the successful delivery of the project managed;
  • Produce relevant project documents in relation to the specific issues on climate change and energy and other sectors;
  • Support the management of strengthening country capacity through delivery of regional trainings;
  • Develop and maintain communication with external parties at all levels;
  • Provide timely and efficient coordination and dissemination of project materials and project support by undertaking administrative project tasks such as managing and maintaining project briefs, project scheduling, action logs, budgets, and performance monitoring of projects.

Scope of Works/Duties

  • Technical Management and Support (60%)
    • Work closely with the Project Manager/Technical Coordinator to deliver the implementation of the project activities at the targeted countries in accordance with the project objectives;
    • Contribute to the preparation and act as the technical focal point to undertake the external mappings and evaluations on key stakeholders within the regions;
    • Provide technical support in the development of project document in particular on specific issues of climate change;
    • Participate relevant activities to increase awareness for the improvement of climate change;
    • Support the development of project guidelines, publication materials, maintain database and tools;
    • Assist in strengthening country capacity by organizing regional training on development of climate action plan;
    • Be responsible on the organisation and management of capacity building events at the focused countries with the support from the Finance and Administrative Officer;
    • Contribute fully to the organization’s strategic aims and objectives, promote the value of its planned activities;
    • Be responsible for monitoring and evaluation for the running activities, aiming the issuance of analysis report towards the project’s goal;
    • Perform any tasks from time to time as requested by the Project Manager/Technical Coordinator and/or the Secretary General.
  • Communications, Reporting and Outreach (40%)
    • Regularly liaise with members and partners to collect best practices, lesson learned, including various initiatives and data analysis to establish and updates the knowledge information platform;
    • Collaborate with the Communication Division in the production of project publication and dissemination of the organisation and project results, success stories, lessons learned, etc;
    • Prepare monthly reports with the Project Manager/Technical Coordinator to address achievements, identity risks and challenges in project implementation and to enhance quality of reporting;

Qualifications:

  • Education:
    • University degree or preferable master degree in environment, social science, urban planning, or other related fields;
  • Experience:
    • Has at least five (5) years of experience in specific issue of energy and climate change or environment in general;
    • Experience in implementing climate change, urban sanitation, or environmental development projects;
    • Familiar in producing good quality project documents in English;
    • Has experience in developing and maintaining networks and/or cooperation with central and/or local governments and non-government stakeholders;
    • Has working experience in international cooperation development projects and campaigns, in particular energy and climate change sectors;
    • Has experience in the administrative arrangement for organizing events in South East Asian countries;
    • Experienced working in an international environment, respecting different cultures and nationalities.
  • Language:
    • Fluency in written and spoken in English.
  • Computer skills:
    • Proficiency in MS Office, database system, and programming.
  • Others skills and competency:
    • Demonstrated ability to manage multiple tasks and deliver outputs within specified time frames;
    • Demonstrated ability to plan and organise own work in an effective and efficient manner;
    • Demonstrated to work collaboratively and as part of a team;

    • Demonstrate good network with high-level officials in the governments and relevant stakeholders.
    • Experienced working in an international environment, respecting different cultures and nationalities.

Deliverables:

  • External mappings and evaluations on key stakeholders within the regions;
  • Timely production for project report both narrative and financial;
  • Production of project publication;

Supporting team
The post will be supervised by the Regional Project Manager/Technical Coordinator based in UCLG ASPAC Secretariat Jakarta, and have close coordination with Finance and Admin Officer.
