PROGRAM/ DEPARTMENT SUMMARY:
The Artisanal Gold Council (AGC) is a not-for-profit organization based out of Victoria, British Columbia, Canada dedicated to the sustainable development of artisanal and small-scale gold mining (ASGM) communities in the developing world.
Sustainable Development of the Artisanal Small-scale Gold Mining (ASGM) in Indonesia is a 5-year project (2015-2019) that will be implemented through a partnership between Canadian based non-profit AGC and Indonesian based community development groups, with support from Global Affairs Canada.
The project aims to improve incomes, health, and the environment of the vulnerable and marginalized men and women dependent on the artisanal and small-scale gold mining (ASGM) economy in targeted areas in Central Kalimantan, North Sulawesi, and other provinces to be determined.. The project improves mining, environmental and social practices for men and women involved in the ASGM, including identifying alternatives to mercury use. The project also supports targeted provincial governments to better collaborate with the formal extractive sector and supports the formalization of ASGM activities through legal trade of responsible artisanal gold and value-added products in domestic and international markets.. Activities include: (1) provide training on better practices for men and women miners; (2) provide training to targeted government and civil society groups on ASGM regulation and management; and (3) establish collaborative mechanisms with other relevant initiatives promoting responsible gold and diversification of the ASGM economy. This initiative supports the Government of Indonesia’s implementation of the Minamata Convention on mercury, which both Canada and Indonesia signed in 2013.
GENERAL POSITION SUMMARY:
Operations Manager is responsible for all operational aspects of the SD-ASGM Project including accounting of AGC programs and operations, ensure that grants to AGC partner is designed and executed in a way that adheres to AGC policies and meets the needs of Project Manager/Deputy Project Manager. She/he ensures that procurement, staff recruitment and employment/service/consultancy contracts follow AGC policies and Indonesian law and regulations, including but not limited to taxation and manpower regulations. Provides technical advice on how to structure financial report, budgets and log-frames for easy formatting into AGC templates. Provides review and compliance for ongoing grants in coordination with program staff and staff of local partners. Helps monitor financial tranche payments, budget planning and control, timely expense report, program narrative reports and overall grant management and close-out.
ESSENTIAL JOB FUNCTIONS: Do This
- Responsible for all accounting of AGC program and operations
- In coordination with AGC Finance Director and Project Manager/Deputy Project Manager Indonesia, prepare monthly finance report
- Maintain an up-to-date budget and reference folder for all program activities, procurement, human resource management, registration, etc. in Indonesia
- Consolidate cashflow projections for all sub-grants and programs
- Assist in development of consolidated operational budget for AGC Indonesia and all sub-grants to ensure coverage of all expenses.
- Assist in development of country-wide operational budget as requested.
- Review staff payroll after compiled. Issue payroll to all national staff in a timely manner.
- Help identify NGOs or Community-based organizations (CBOs) in communities where AGC works.
- Solicit and receive grant proposals from NGOs and/or CBOs. Review and process grant proposals according to strategies and scope of work of AGC programs in Indonesia.
- Follow up with NGOs and CBOs to obtain or provide additional information on proposal writing and budget preparation.
- Conduct pre-monitoring of grant applicants to evaluate financial and administrative systems, as needed.
- Monitor all approved grants and ensure timely financial reporting is completed.
- Consult Project Manager/Deputy Project Manager as needed for enhanced monitoring and evaluation exercises according to AGC best practices and compliance requirements.
- Development of AGC resource tools for building capacity of local NGOs and CBOs.
- Ensure close communication with sub-grantees implementing projects.
- Identify potential problems during implementation of projects by the sub-grantees and make recommendations.
- Prepare progress reports on sub-grantees.
- Conduct financial, administrative, procurement and human resources management training for staff and sub-grantees.
- Conduct periodic audits of sub-grantees. On average, sub-grantees will be audited every month.
- Following audits and subsequent discussions with the Project Manager/ Deputy Project Manager Indonesia and recommend financial, administration, procurement and human resources management training activities for sub-grantee.
Others
- As a member assigned to the Project and/or Yayasan Emas Artisanal Indonesia (YEAI) contribute to the development and achievement of AGC’s overall mission in Indonesia and help monitor and maintain the health of the organization as it goes about achieving this mission. Contribute to the strategic planning and seek and promote linkages across projects.
- Establish cordial, professional relations with community leaders, government, Local NGOs and beneficiaries, ensuring AGC’ ability to work with transparency, accountability and good will.
- Adherence to AGC policies and procedures as outlined in the AGC Indonesia Policy..
- Participate in AGC projects in a spirit of cooperation and professionalism.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to AGC and in no way jeopardize our humanitarian efforts.
- Assist in any other task or duty assigned.
Qualifications
Candidates are asked to clearly demonstrate in their applications how they meet the requirements of the position. The successful candidate must demonstrate the following qualifications, experience and skills:
- A university degree in finance, accounting or business management.
- 7+ years of cumulative experience in accounting, compliance, human resources management, procurement, contract administration and monitoring and evaluation of sub grant.
- Good English in both verbal and written is mandatory.
- Excellent computers skills absolutely required (MS Office, Word, Excel, Power Point, Access, Outlook).
- Multi-tasking, coordination, organization, and prioritization skills essential.
- Excellent skills in interpersonal, negotiation, presentation, representation, staff orientation, training, coaching and staff supervision..
- Ability to work independently and cooperatively with team members required.
- Prior experience in an international NGO is advantageous.
SUPERVISORY RESPONSIBILITY: Finance and Compliance Officer and Administration Officer.
REPORTS DIRECTLY TO: Project Manager/ Deputy Project Manager.
WORKS DIRECTLY WITH: Country Representative, Communication Manager, Mineral Processing Engineer, Field Coordinator, Construction Coordinator, Monitoring and Evaluation Officer, and local partners.
