The International Federation-Country Cluster Support Team (CCST) for Indonesia and Timor Leste is looking for qualified candidates to fill the following position:

SHELTER & CASH OFFICER

Job Purpose
Under oversight of the Operations Coordinator and technical supervision of the Asia Pacific Regional Cash Preparedness Coordinator and Regional Shelter Coordinator, the Shelter & Cash Officer will provide programme management support and technical expertise for shelter and cash-based programming (CTP) interventions of the Lombok Earthquakes Operation (LEO). S/he will work closely with other IFRC technical leads and PMI technical staff with the aim of ensuring timely implementation of shelter and cash activities to meet the objectives of the LEO.

The EPoA of the Lombok Earthquake Operation has a target of 20,000 HH who will receive recovery shelter assistance and 10,000 HH who will receive cash assistance for damages by the earthquake.

Job duties and responsibilities

Shelter
  • Monitor the shelter activities within the agreed Plans of Actions to provide timely, adequate shelter, maximizing local capacities 
  • Ensure the provision of the required supply chain and supporting logistical services through close consultation with the Federation logistics team.
  • Ensure an integrated approach to shelter programming through close coordination with other sectorial activities as appropriate.
  • Support and advise on all shelter-related activities as required, including technical assessments, project development and design, tendering and contract administration.
  • Ensure that all design, planning and site activities comply with appropriate local, national and international standards and regulations as required.
  • Support the shelter project volunteers and staff
  • Liaise with international, government and non-government agencies and collaborate as appropriate.
  • Represent IFRC in shelter sub-cluster coordination in the field and coordinate with sub-cluster in national level
  • Ensure regular monitoring and required evaluations.
  • Produce regular, timely and accurate narrative and financial reports for the Federation and for donors.
  • Manage the shelter component of the emergency response, in close coordination with the national society, including supporting, assisting and advising.
  • Build and maintain knowledge and understanding of the in-country shelter actions
Cash programming
  • Contribute to programme planning, including design of appropriate interventions, targeting of sectors and people to be assisted by CTP interventions in close cooperation with PMI
  • Support and advise PMI to conduct CTP feasibility assessments as well as implement CTP interventions, including putting in place robust work plans. 
  • Ensure that CTP field activities are supported technically and operationally with all necessary resources.
  • Monitor the CTP budgets as delegated by line manager.
  • Support PMI to ensure that minimum data collection, monitoring and evaluation processes are in place to measure the results and impact of programme interventions.
  • Monitor progress and quality of CTP interventions of the LEO by undertaking regular filed visits with PMI counterparts and providing structured feedback in a way that can improve programme progress and impact. 
  • Support PMI in ensuring that activities incorporate community engagement and accountability principles. 
  • Contribute to the IFRC reporting processes (standard and donor reporting) as requested by line manager.
  • Provide general programmatic support and advice to PMI, including on operational issues and coordination.
  • Support PMI to ensure consistent application of IFRC Minimum Standard Commitments to Gender and Diversity in Emergency Programming in CTP interventions. 
  • Support PMI in developing/updating guidelines and standard operating procedures for CTP in the LEO context.
  • Facilitate relevant training, on-the-job coaching and mentoring to enhance the capacity of PMI staff and volunteers.
  • Support the capture and dissemination of best practices and lessons learned.
  • Support opportunities for peer-to-peer support between PMI branches covered by the LEO and other branches. 
  • Participate in inter-agency coordination mechanisms and liaise with other agencies involved in CTP to ensure consistency of approaches and advocacy with local authorities and communities. 
Organizational accountability 
  • Ensure efficient and effective management of IFRC resources used in the operation. 
  • Ensure compliance with IFRC procedures, regulations and policies.
  • Ensure IFRC management is fully informed on any material developments which could affect the project and/or IFRC.
  • Ensure an effective handover to successor for continuity and mitigating loss of institutional memory.
Position Requirements:
Education
  • Relevant practical or equivalent qualification in shelter programming and cash transfer programmes (CTP)
  • University degree in structural/civil engineering, architecture, construction management or related field is preferred
Experience
  • 3 years emergency/post-emergency/relief project management experience
  • Acquainted with International Federation policies, procedures and systems
  • Volunteer and/or work experience at national and/or international level in the RC/RC
  • Planning, implementing and monitoring projects from conception to completion
  • Working with financial systems is preferred
  • Working for a humanitarian/non-profit making organization is preferred
Knowledge, skills and languages
  • Knowledge of appropriate local construction technologies and materials
  • Advanced skills in computers (Windows, word processing, PowerPoint, spreadsheets)
  • Able to work independently and as part of the team
  • Skills in training and developing staff
  • Exceptional organizational ability with an eye for detail
  • Documentation preparation/presentation and computer-based production skills
  • Sensitive to cultural and regional issues
  • Fluently spoken and written English
