Background
Global Water Partnership Southeast Asia (GWP SEA) is a global network organization based in Jakarta, Indonesia, with its headquarters in Stockholm, Sweden. Our Mandate is to facilitate the adoption and implementation of integrated water resources management through multistakeholders platform (MSP). GWP SEA is one of the 13 global network regions, which cover 8 (eight) member countries (Cambodia, Indonesia, Lao, Malaysia, Myanmar, Philippines, Thailand and Viet Nam) known as Country Water Partnership (CWP).
For the past 10 years, GWP SEA has been facilitating the adoption and implementation of IWRM through its MSP emphasizing on the knowledge sharing, which based on its vast members’ knowledge. For the coming years, GWP SEA intends to expand its knowledge sharing platform to have a more strategic role in addressing new and emerging global and regional challenges, especially on the 2030 agenda and the implementation of Paris Agreement. Accordingly, GWP SEA is seeking a professional candidate to fill in the Knowledge Management and Communication Officer (KMCO) position.
Under the supervision of Regional Coordinator (RC), the KMCO will be responsible for the knowledge production, management and communication of IWRM by utilizing the vast knowledge of GWP SEA member’s knowledge and the MSP’s works. As part of this role’s position, the KMCO will oversee the future knowledge management on IWRM, regularly monitor and evaluate the activity reports from CWPs, actively engage media to raise awareness on IWRM status in Southeast Asia and the strategic role of GWP SEA. This will be a full-time one-year contract, with possibility of extension.

Duties/Responsibilities
- Develop GWP SEA Knowledge Management and Communication Strategic Plan, which includes but not limited to:
- Efficiently and effectively manage the existing IWRM Toolbox;
- Produce and communicate strategic knowledge on IWRM Southeast Asia;
- Strengthen CWP’s knowledge management and communications;
- Develop, write, and edit material on the RWP and its activities, including press releases, publications, newsletters, PowerPoint presentations, social media, etc.
- Establish and maintain knowledge management platform.
- Facilitate capacity building for CWPs strengthening on knowledge management and communications;
- Ensure efficient and effective coordination and reporting mechanism between GWP SEA Secretariat and CWPs secretariats;
- Engage partners for contextual strategic knowledge production on IWRM;
- Maintain and update the RWP website and its social media channels so that it reflects current information about the region’s activities.
- Collaborate with the Global Water Partnership team Sweden in the knowledge management strategy as well as the communications.
- Manages the design, development, production and distribution of complex internal/external communications projects.
- Develop and assist the needs assessments, research and evaluation of possible solutions/alternatives.
- Ensure quality reporting to GWPO in Sweden of GWP Southeast Asia’s achievements and outcomes on a regular basis, as well as the timely dissemination and exchange of information on the outcomes of Regional activities to key audiences, including Partners, donors, other GWP Regions, media, relevant organizations and institutions, governments, etc.
- Ensure that the GWP visual brand policy is properly applied by the RWP and CWPs, and that GWP’s brand and reputation is maintained and enhanced.
- Master's degree of environment or social sciences with 5 years of experience or equivalent combination of education and experience;
- At least has 2 years of experience on knowledge management, specifically on water and/or environment issues;
- Demonstrated experience in the development of communication media (web, social media, press releases, publications management, etc.);
- Working experience with governments and national and/or national NGOs;
- Working experience with multistakeholders platform;
- Demonstrated ability to methodically and efficiently synthesize large volumes of information from diverse sources to compile data and metrics, prepare quantitative and qualitative management reports and present concepts, ideas, etc. for presentation to peers and management;
- Ability to articulate complex concepts and issues on water security in clear terms and to anticipate and communicate the issues to CWPs and any related partners;
- Excellent communication skills and demonstrated ability to work with others and develop an integrated view across institutional boundaries;
- Fluent in English (speaking, writing and reading)
- Fluent computer skills (office, Mind map, Visio, Corel)
