Position: Consultant to Study on the Oversight Mechanism for Bansos and Dana Hibah
Languages Required: English & Bahasa Indonesia

BACKGROUND
Social Funds (Bansos) have long been an object of corruption, leading to such notable prosecutions, such as North Sumatra Governor Gatot Pujo Nugroho, who was sentenced to four years in prison for Bansos corruption this year. A BPK report indicated that nearly one billion USD had gone awry for political purposes, [1] and KPK has repeatedly highlighted concerns in the management of these funds, suggesting they be managed through a single ministry. The GOI appears to be heeding these calls, with Finance Minister Sri Mulyani stating in August that the Ministry of Social Affairs will be responsible for the 2018 budget, [2] along with other measures, such as depositing assistance directly into beneficiary’s bank accounts. [3] This represents a tremendous increase in responsibility in terms of oversight.
Under the USAID CEGAH Program, we intend to build capacity for Indonesian external and internal oversight bodies to strengthen their ability to monitor the misuse of government funds intended as social safety/welfare programs such as Bansosand Dana Hibah. For this purpose, we will start a study that can identify the existing oversight mechanisms used to monitorBansos, their actual implementation on the grounds and areas where the funds are vulnerable for any misuse for pragmatic political gain, and radicalism activities.
Life-of-project Objective: Build capacity for Indonesian external and internal oversight bodies to strengthen their ability to monitor the misuse of Bansos and their leakage to VE supporters.
Beneficiaries: IG of the Ministry of Home Affairs (MoHA) and local IGs.
SCOPE OF WORK:
Objective:
- To understand the nature of the Bansos program and its implementation and financing systems;
- To study existing government mechanisms used to oversee use of Bansos funds;
- To identify gaps (areas where the funds are vulnerable for any misuse) between regulations and their implementation; and
- To develop recommendations to strengthen oversight mechanisms and prevent the leakage of Bansos to VE groups or supporters.
The consultant will review relevant documents and interview relevant knowledgeable informants to answer the following questions:
- What is the original purpose of Bansos?
- What are relevant regulations used as the basis for Bansos?
- Who are the targeted recipients of Bansos? What are the relevant eligibility criteria?
- Is the Bansos program budgeted and implemented at both the national and sub-national levels? What agencies are assigned as the implementer of Bansos?
- What are the similarities and differences between Bansos at the national and sub-national levels? (how it is budgeted, source of the funds, who is involved, how it is distributed, who has power over its utilization, how it is audited, etc.)
- What are the existing oversight mechanisms used to prevent misuse of Bansos?
- What areas of Bansos are vulnerable to misuse?
- How can possible leakage to VE groups or supporters be tracked?
- What is lacking in the existing oversight mechanism of Bansos that can lead to its possible misuse by or leakage to VE groups or supporters?
- What measures need to be taken to strengthen the oversight mechanisms or prevent the leakage of Bansos to VE groups or supporters?
Stage 1:
- Meeting with USAID-CEGAH VE team to gather input for the expected output and design of the study
- Draft timeline to conduct study
- Draft report outline
- Conduct desktop review and interviews with relevant officials from ministries/agencies and experts
- Write and submit preliminary findings
- Conduct discussion with the USAID CEGAH team for input
- Revise the findings and analysis
- Develop recommendations
- Conduct discussion with the USAID CEGAH team for input
- Review the recommendations
- Present the findings and recommendations to relevant USAID CEGAH project partners
- Submit final report
This contract provides for 15 working days, between July and September 2018
Deliverables:
- Study design (interview guideline, work plan of study, report outline)
- Finalized detail narrative report in Bahasa Indonesia
- Summary of key findings in English (max. 5 pages)
- Narrative report on key recommendations in English (max. 5 pages)
- Summary of finalized report in power point presentation in English
- Presented report to relevant USAID CEGAH project partners
- Strong knowledge and experience in the management of national and local government budget
- Strong knowledge of the relevant regulations pertaining to management of Bansos and Dana Hibah funds, including related funding oversight mechanisms
- Strong passion for and understanding of anti-corruption measures taken in Indonesia
- Familiarity with violent extremism issues in Indonesia
