The USAID Jalin Project (hereafter referred to as “Jalin” or the “Project”) is a five-year initiative implemented by DAI Global, LLC and its consortium of partners – IntraHealth, Vital Strategies, and Market Share Associates. Through Jalin, USAID’s role as a development partner in Indonesia is shifting from funding the implementation of specific interventions to facilitating and supporting partnerships through a co-creation process across a variety of stakeholders to catalyze local solutions, leverage public and private financing, and increase the pace at which reliable local evidence is made widely available and utilized
During year one of the activity, Jalin works in six provinces of Indonesia: Banten, West Java, Central Java, East Java, North Sumatra, and South Sulawesi. Jalin will partner with multistakeholder actors to co-create and co-invest in sustainable evidence-based solutions aimed at reducing maternal and newborn mortality.The Investment Specialist supports Jalin’s efforts to engage, network and negotiate partnerships with a variety of stakeholders comprising a whole-of-market approach, which includes commercial enterprises, banks, private equity, angel investors, and investment firms, state-owned companies, and other GOI sources of funding, to actively co-create and co-invest in scalable local solutions for reduced maternal and neonatal mortality in Indonesia. Success of these efforts is to be measured by such indicators as: (a) total amount of funding leveraged from GOI sources; (b) total amount of financing, whether quantifiable or in-kind support, leveraged from private sector sources; (c) total amount of domestic resources mobilized; and (d) percentage of local solutions that are partially or wholly funded/financed by non-U.S. Government funds.
Duties and Responsibilities
Specific responsibilities of the Investment Specialist include but are not limited to:
- Identifies and maps opportunities to mobilize public and private domestic resources for the implementation of (market-based) solutions that contribute to the reduction of maternal and newborn health mortality in Indonesia.
- Identify and establish relationships with potential private and public sector partners.
- Establishes and maintains relationships between USAID Jalin, co-financing actors, and the relevant Indonesian funding and financing regulatory and advisory bodies (e.g., OJK, Bank of Indonesia, business associations, etc.) to ensure compliance with relevant Indonesian law.
- Conduct regular financial sector analysis (including prevailing national and subnational rules and regulations) to identify, analyze, package, and present to potential partners opportunities to mobilize public and private domestic resources to finance maternal and newborn health solutions.
- Contribute to the design, negotiation, and execution of catalytic financing opportunities.
- Support Regional Managers and Regional Partnerships Officers to identify local co-investment opportunities and partners.
- Support national and subnational co-creation activities, as necessary and appropriate.
- Contribute to all jalin ad hoc, periodic, and annual workplan or reporting.
- Other duties as assigned by the Partnerships Director that are consistent with the overall focus of the project.
- Master’s degree in finance, business administration, law or related field required.
- At least five years developing approaches and building partnerships for co-investment.
- Knowledge of public and private financial institutions and markets.
- Demonstrated capacity to design and communicate co-investment opportunities.
- Excellent oral and written communication skills in Bahasa Indonesia and English.
