The ICRC Regional Delegation in Jakarta seek to fill the following position:

Job purpose
- Networks with relevant authorities, NGOs, bilateral donors and international organizations involved in detention and correctional systems in Indonesia. Analyses the current gaps and challenges, drafts and develops accordingly models of ICRC cooperation with authorities at systemic level, in coordination with the Deputy Head of Delegation. S/he works to ensure that the ICRC cooperation with detaining authorities are designated at improving conditions of detention and treatment of detainees, in accordance with humanitarian values and principles, and with the objectives of the Regional Delegation.
- Develops an overall understanding of the correctional system, as well as pre-trial detention, the needs and current response of authorities and multi- and bilateral cooperation in this field in Indonesia.
- Drafts analytical papers from meetings and as desktop exercises regarding the current state of detention in Indonesia from a humanitarian needs point of view (overcrowding, health care, basic needs, family links, judicial guarantees, alternative sentencing and ongoing reforms)
- Develop and maintains a network of interlocutors in all relevant spheres in order to develop the ICRC’s reflection and interaction with authorities, NGOs, UN, etc at technical level.
- Identifies and seizes opportunities to enhance our dialogue and cooperation at systemic level with Indonesian detaining authorities (Ditjenpas, POLRI).
- Coordinates with relevant ICRC management and other departments when necessary.
- Promotes the ICRC tools on improving conditions of detention (manual on Health Care, on WatHab, etc) with authorities and uses them to identify fields of cooperation.
- Preferably a Master degree in Social Sciences, Human Rights or other relevant field with proven experience in an International Organization, NGO or Human Rights body
- Previous experience in research and publication in Human Rights or multilateral cooperation is an asset.
- Previous experience dealing with correctional services is a strong asset
- Experience within the Red Cross/Red Crescent Movement is an asset
- Fluent in written and spoken English
- Strong capacity to work independently
- Strongly motivated by humanitarian work, with capacity to engage, persuade and influence others
- Strong interpersonal skills with the ability to create and maintain partnerships at different levels with external Partners
- Strong analytical skills, resourceful and a force of proposal backed by evidence.
