Monitoring, Evaluation, Research, Learning, and Evaluation Officer

Jalin seeks a Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) Officer for USAID’s Flagship Maternal and Child Health Program, based in Jakarta, Indonesia. The Flagship Maternal and Newborn Health (MNH) Activity promotes the development of locally led solutions to prevent maternal and newborn deaths and extend essential health services to remote and impoverished areas.

The MERLA Officer will work closely with the MERLA Director and Jalin technical teams in the development and implementation of project performance monitoring and evaluation activities.. Duties include developing the project’s monitoring and evaluation (M&E) framework and ensuring high-level quality tracking of all performance measurement indicators and reporting.

Specific responsibilities:
The MERLA Officer will provide information management and design of a monitoring and reporting system including development of program indicators to help inform USAID, the Chief of Party, and other key staff of project status and progress toward achievement of key results as agreed in the annual work plans. Other responsibilities include:

  • Support the MERLA Director in the implementation of the project’s M&E plan;
  • Develop and implement M&E reporting guidelines and systems needed to inform the direction of the project, including data quality and data use strategies;
  • Provide M&E training and support to project staff;
  • Provide ongoing support to provincial M&E officers;
  • Under the direction of the MERLA Director, develop and/or revise program results frameworks, critical pathways, and M& E plans;
  • Develop methodology for systematic data collection and analysis of program indicators;
  • Maintain database and meet with database developer as needed;
  • Develop surveys and survey administration protocols to assess the impact of training;
  • Work with team to ensure M&E accurately captures curriculum objectives and field needs;
  • Analyze data for donor-requested reports;
  • Produce activity updates, newsletters, and performance reports, as needed;
  • Coordinate with project staff to create success stories;
  • Design and carry out evaluations to assess project impact;
  • Assist curriculum developers in designing training on M&E;
Qualifications:

  • Minimum of 5 years of experience with expertise in coordinating M&E activities on a donor-funded project.
  • Expertise in data collection, quality and reporting;
  • Experience developing databases and data dashboards preferred;
  • Master’s degree required.
  • Demonstrated excellence in writing and editing in English.
  • Knowledge of Microsoft Excel, Access, SPSS or other statistical software, EPI INFO and mapping software such as Health mapper, ARCGIS preferred;
  • Previous exposure and experience in developing, implementing, and monitoring dissemination plans for knowledge products highly preferred.
  • Familiarity with reporting and branding guidelines for USAID-funded programs highly desirable.
  • Experience working with government, NGOs, donors, and other relevant stakeholders
  • Ability to work in complex environments with multiple tasks, competing priorities, and short deadlines.
