Counterpart International is currently seeking a Deputy Chief of Party (DCOP) for the anticipated USAID Harmoni: Towards Inclusion and Resilience Activity in Indonesia. Harmoni will seek to increase the resilience of key Indonesian institutions and segments of society against the rise of violent extremism in Indonesia. The activity will focus on community resilience, rehabilitation of extremists, and migrant worker resilience.
The ideal candidate will have working experience in areas related to resiliency and countering violent extremism (CVE), and will possess extensive experience in program operations and management, preferably for US government-funded programming. The DCOP will assist the Chief of Party (COP) in program management, monitoring, reporting, developing and maintaining partnerships to meet activity objectives; providing technical expertise; and handling administrative and supervisory government responsibilities as specified by the COP. This is a full-time position based in Jakarta, Indonesia. This position will report to the Chief of Party.

Duties and Responsibilities:
The Deputy Chief of Party must be capable of fulfilling the role of the Chief of Party in that person’s absence. His/her responsibility will be to ensure effective field coordination. Additional responsibilities include:
- Support the COP in the overall management of the program.
- Provide technical and managerial leadership in the areas of resiliency, governance, CVE, citizens’ group strengthening or related fields.
- Ensure program implementation is in compliance with Counterpart’s policies/procedures, the Government of Indonesia, and USAID rules and regulations, particularly with respect to financial and grant management.
- Ensure program quality assurance and impact assessment through regular project monitoring & evaluation, and sustained knowledge capture and sharing through periodic assessments.
- Participate in developing program reports including quarterly reports, annual results reports, pipeline and resource estimates.
- Provide mentoring and professional development support to project and technical staff, with emphasis on building capacity of national staff.
QUALIFICATIONS:
- Bachelor degree or higher and 5 years work experience, or work experience of 7 years;
- Significant relevant experience in project management and supervising staff, preferably as an operations manager for projects in developing and/or transition countries;
- Substantial experience working on key result areas of the proposed activity, like community resilience, CVE, reintegration, or civic education; and
- Fluency in English (both spoken and written).
Preferred
- Experience working in Indonesia.
- Experience working with USAID or other US government-funded programs, and their reporting mechanisms.
- Proficiency in Indonesian language preferred.
