POST TITLE : PROJECT COORDINATOR IN INDONESIA (GCP/RAS/289/GFF)
The Indonesian Seas Large Marine Ecosystem (ISLME) sits at the heart of the Indonesian and Timor-Leste archipelagic waters, and is both a crossing point between the Indian and Pacific Oceans and a link between the other archipelagic seas and the seas of East and Southeast Asia. This makes the ISLME region the centrepiece of many trans-boundary issues and challenges. Within the broader region. The project is designed to strengthen regional cooperation and support the effective and sustainable management of the ISLME.
FAO with support from GEF funding recently has approved a 4 million USD project to strengthen regional cooperation and support the effective and sustainable management of the Indonesian Seas Large Marine Ecosystem (ISLME). The ISLME project (GCP/RAS/289/GFF) offers a vehicle for promoting more holistic, large-scale thinking about the management of shared and interconnected ecosystem resources across all boundaries within the LME (between Indonesian sub-national borders and between Indonesia and Timor-Leste).
The project will play a catalytic role in the identification of transboundary concerns through a Transboundary Diagnostic Analysis (TDA) and assist Indonesia and Timor-Leste to restore and sustain coastal and marine fish stocks and associated biodiversity through the collaborative development and subsequent implementation of the Strategic Action Programme (SAP).
Under the overall supervision of the FAO Representative in Indonesia and technical supervision of the RAP Fisheries Officer (i.e. Lead Technical Officer (LTO)), in close collaboration with the Regional Project Coordinator, the Project Coordinator will be responsible to support the participation of The Ministry of Marine Affairs and Fisheries (MMAF) in the project and to facilitate coordination with the Regional Coordination Unit (RCU, described below). MMAF will establish a National Project Coordination Unit (NPCU). The Project Coordinator will lead the NPCU in Indonesia, who will receive support from various technical and administrative staff within MMAF.
The NPCU will be responsible for oversight of the implementation of the project at national and site levels, in close collaboration with the RCU and relevant national authorities, and will report to the relevant Ministries and the RCU. Specifically, the Project Coordinator will carry out the following specific tasks:
- Assist the RCU to recruit and manage the work of consultants and other experts
- Support the RCU in technical administrative, quarterly report, work plan and annual report;
- Work closely with the RCU to overall technical oversight the work of the Field Coordinators and Local Experts to implement the project’s work plan in a consistent and coherent manner;
- Report progress made by the project and provide regular updates to the RCU and national executing agencies.
- Ensure that all national inputs and processes required for the development of the Transboundary Diagnostic Analysis (TDA), the Strategic Action Programme (SAP) and other activities agreed upon under the GEF project document are adequately prepared and carried out.
- In consultation with the RCU, identify consultants to undertake national level assignments in accordance with the approved Annual Work Plan, and submit all required documentation to the RCU for their approval and contracting;
- Support the RCU in monitoring and supervising the work of the above consultants, and as far as possible, ensuring the timely and responsive delivery of contracted outputs;
- Provide assistance and support to staff of the RCU or regional consultants visiting, or engaged in assignments in, his/her country of responsibility, including preparing itineraries, appointments and assisting with travel and other logistical arrangements;
- In consultation with the RCU and the national executing agency, determine dates, agendas, budgets and participation for national workshops, and upon approval of these plans by the RCU, undertake the organization and conduct of the workshops;
- Ensure adequate communication of national activities to all stakeholders, including government, private sector and NGOs, and invite and encourage the participation of stakeholders in national activities and consultations when appropriate;
- The Project Coordinator shall communicate and/or meet with the Regional Project Coordinator on a regular basis to ensure timely delivery of national inputs and to request assistance to address any problems that may arise during the course of the process, including the identification and recruitment of specialists unavailable within the country. He/she will also collaborate closely with any organization or individual undertaking an approved ISLME regional activity or study which requires action or input.

Expected outputs:
- Well managed project implementation at Indonesia level
- Progress report and activity report available on time
- Proven to have expertise in the field of fisheries and/or the marine environment
- At least 10 years of demonstrable experience in the scientific and technical fields of fisheries (including aquaculture) and have a sound knowledge of environmental issues affecting coastal and marine resources.
Technical Competencies and Experience Requirements:
- Excellent computer literacy in MS Office and computerized accounting
- He/she shall have strong leadership capabilities, experience with regional fisheries bodies/agencies and possess proven experience in the administration and management of complex programmes.
- Experience of working for, or in cooperation with, government institutions and NGOs
- Languages: Fluency in written and spoken English and Bahasa Indonesia
Duty station: Jakarta/Bali (tbc)
Duration: Initial 1 year with 3 months probation period (extendable subject to performance)
