Project Overview and Role

Background:

The USAID/Indonesia Office of Health is seeking a One Health Technical Advisor (six-month contract) with a possible contract extension.  This individual will work under USAID?s Emerging Pandemic Threats (EPT-2) Program in Indonesia focused on preventing, detecting and responding to emerging infectious diseases, primarily through the animal-human interface.

The One Health Technical Advisor (OHTA) will have a combination of technical, managerial, and operational responsibilities, depending upon circumstances and needs to support in-country implementation and coordination of the EPT-2 Program.  S/he will bring specialized skills and experience to support and strengthen EPT-2’s implementation and contribution to the achievement of USAID/Indonesia's Country Development Cooperation Strategy (CDCS) as well as GHSA and Joint External Evaluation (JEE) targets.

In addition, s/he will work with EPT-2 Partners, particularly the Preparedness and Response (P&R) Project Team, to assist in coordinating efforts to strengthen One Health Platforms (OHPs) and related emergency preparedness and response planning and coordination in Indonesia.

S/he will work with and receive technical supervision and programmatic guidance from the USAID Health Office EPT-2 Team and will be expected to interact and collaborate closely with EPT-2 partners as well as counterparts from the USG, GOI, non-governmental organizations, technical experts/consultants and other donors and implementing partners.  S/he will meet regularly, at minimum once per week, and through other communication channels to report and discuss her/his work progress and related issues with the USAID Health Office EPT-2 Team.

In performing her/his duty, the Advisor will balance her/his time working with the Coordinating Ministry for Human Development and Culture, the Ministry of Agriculture, the Ministry of Health, the Ministry of Forestry and Environment, the Ministry of Research, Science, and Higher Education, and others as needed.  The work location/office space is expected to rotate and will be determined and agreed upon with the successful candidate and with the relevant ministries and Partners at the beginning of the assignment.

Responsibilities

Specific Roles and Responsibilities:

Communications: Assist in efforts related to documenting, analyzing, communicating and disseminating USAID-supported systems and platforms since 2006 under Avian Influenza and EPT programs;

• In coordination with the FAO Communications Team and EPT Partners, implement and update the strategic communications plan and assist in development and dissemination of infographics, fact sheets, EPT-2 newsletter, etc., including the identification and use of relevant and impactful IT and social media.
• Develop timeline, including graphics of USAID support and contributions in this sector since 2006 focused on progress achieved, milestones, and impact across AI and EPT program and technical areas;
• Identify and develop thematic fact sheets, success stories and other materials relating to key areas of USAID focus, including laboratories, surveillance, capacity building, one health,
• Assist in the identification and development of critical policy and technical briefs.

EPT-2 Strategic Working Group: Referencing EPT-2 higher level and long-term objectives, play an active role in supporting the EPT-2 Strategic Working Group to continually identify and meet its rolling objectives;

• Provide technical and administrative support to the rotating lead partner of the Working Group for regular and ad hoc meetings and discussions to advance the group’s agenda;
• Assist in tangibly and measurably addressing and resolving challenges faced by Partners and/or impediments to achieving EPT-2 objectives;
• Assist in exploring opportunities for private sector partnerships;
• Provide technical and other support to the risk assessment and risk mapping activities across GOI and EPT-2 Partners to assure continuity, coordination and collaboration;
• Update and refine the GOI legal frameworks relating to EPT-2 work and identify support to GOI strategies and plans, including the RPJMN.

Sustainability: As directed by USAID, provide support to EPT-2 Implementing Partners in the areas of expanded coordination and fostering an EPT-2 exit strategy and legacy;

• Support efforts across the portfolio to identify areas of sustainability, potential phasing down, and full withdrawal in select technical areas or activities while providing guidance and recommendations on assuring local host continuity of and support for those activities.
• Provide analysis and concise, actionable recommendations and scenarios on the legacy paths available to EPT-2 Partners and the program as a whole;
• Assist in identifying opportunities for expanded collaboration among Partners, with a focus on where the planned impact could only be achieved through concerted collaboration where the end result is greater than the sum of the inputs;
• Assist in identifying opportunities with external and/or non-traditional partners to improve performance, exceed objectives, and expand in-country capacity;
• Participate as appropriate in the World Bank Global Health Security Sustainable Financing work and help bridge with EPT-2 Partners where relevant.

Technical Assistance: Provide guidance and technical advice as needed and directed by USAID;

• As a Subject Matter Expert (SME) in a relevant area, provide informed guidance, input and recommendations as needed in relevant fora, meetings and events;
• As a SME in a relevant area, provide technical and other guidance and recommendations to EPT-2 staff, including mentorship opportunities.

Monitoring and Evaluation: Provide analysis and actionable recommendations on EPT-2’s M&E Framework to document and measure progress and further strengthen EPT-2 partnerships with GOI, AIP-EID, World Bank and other stakeholders;

• Provide routine and as-needed analysis and updates on progress, challenges and opportunities in relation to the global and local EPT-2 M&E Frameworks;
• Assist in areas where multiple Partners contribute to the same performance indicator and objective to assure complementarity and coordination;
• Assist in linking Indonesia’s Joint External Evaluation (JEE) scores and report(s) with EPT-2 capacities and areas of expertise, including the identification of new collaborative possibilities to improve capacities in areas of mutual interest.

Requirements

Required Skills, Knowledge and Experience:

• Completion of an accredited degree in one (or more) of the following areas: veterinary medicine, medicine, epidemiology, public health, and/or preventive medicine or related disciplines depending on the needs of the country. Candidate must have at least one the following degrees: MD, DVM, Ph.D. preferred, or Master’s Degree.
• A minimum of 5 years of progressive work experience in public health with prior management/organizational experience (preferably within the Government of Indonesia) regarding zoonotic diseases and/or outbreak preparedness and response planning and systems experience with field investigation of disease outbreaks or epidemics and data analysis skills preferred.
• Understand and be able to apply the principles of public health, epidemiology, disease prevention and control strategies to support and strengthen disease surveillance and response systems and implementation of International Health Regulations (IHR 2005) and/or the Performance of Veterinary Services (PVS) Tool. 
• Ability to apply the principles of the scientific process to properly interpret findings useful for disease prevention, disease control and to determine risk; ability to understand data-based decision making strategies.
• Experience with mentoring and sustainable capacity building. Ability and interest to work with management and organizational development experts to assess organizational effectiveness and to identify areas in need of strengthening.
• Professional, technical, and/or management skills required for collaborative implementation of required activities, including providing and/or identifying technical assistance and subject matter expertise to support coordination agency/mechanism performance.
• Practical experience working effectively in an advisory capacity with government health agencies, multilateral health agencies, and national and international nongovernmental organizations.
• Familiarity with GOI structure and functions relating to one health policies and programs, particularly MOH, MOA, MOEF, Kemenko PMK, BNPB, RISTEK-DKTI, HOMA, etc.
• Demonstrated leadership skills in management systems, strategic planning, and policy development in a complex program environment with multiple implementing organizations.
• Demonstrated skills and experience in conceptualizing national strategies, programs, and plans and overseeing their management and implementation.
• Demonstrated experience and skills in successful collaboration with senior and high-level public sector host country officials, other USG agencies, international donors and implementing partners.
• Demonstrated skills and experience in conceptualizing national strategies, programs, and plans and overseeing their management and implementation.
• Demonstrated experience and skills in successful collaboration with senior and high ranking Government of Indonesia officials and other public and private stakeholders
• Demonstrated ability to work and communicate effectively (speaking and writing) in English.
• Excellent relationship management skills with the ability to liaise, consult, and interact professionally with technical and managerial staff, mid- and senior-level government officials, and direct supervisor as well as with external agencies, service providers, and client/project (USAID, EPT-2 Implementing Partners).
• Ability to employ critical thinking skills and work independently to solve problems and contribute to achievement of deliverables.
• Excellent skills and ability to work effectively in a team environment.
• Fluency in Bahasa Indonesia required.
• Familiarity with USAID rules and regulations preferred.
• Ability to travel domestically.

PERIOD OF THE ASSIGNMENT: This will be a short term (six month) full time contract with a possible extension contract to be based in Jakarta, Indonesia.

SALARY RANGE:  Commensurate with experience and salary history
