INVEST Co-op Indonesia project
  • Assignment location: Makassar, South Sulawesi Province, Indonesia
  • Contract: Full time (January 2018 – September 2019), 3 months probation
  • Language requirement: Bahasa Indonesia & English (verbal and written)
  • Salary range: IDR 8,500,000 – 14,000,000 (commensurate with qualifications)
  • Travel requirement:
    • regular visits to project sites (in Takalar, Jeneponto, Bantaeng, and North Luwu)
    • 1 time possible travel to Canada throughout project duration
Background:
Koperasi Serikat Pekerja Merdeka Indonesia (Kospermindo) is partnering with the Canadian Co-operative Association (CCA) and the Fisheries and Marine Institute of the Memorial University of Newfoundland, Canada (MI) to implement the INVEST Co-op Indonesia project in South Sulawesi. The project is an integral part of the INVEST Co-op program implemented in four countries by the Canadian Co-operative Association (CCA) with funding support from the Global Affairs Canada (GAC).

The project will introduce aquaculture practices that are resilient to climate change and increase quality and yield of production. The project is working to increase the livelihood of women and men small producers of seaweed, milkfish, and shrimp in Takalar, Jeneponto, Bantaeng, and North Luwu through sustainable, profitable, and gender equitable co-operatives.

The position:
  • Kospermindo is seeking an experienced and energetic Monitoring and Evaluation Officer (M&E Officer) who will take a leading role in the design and implementation of M&E in the project. S/he will provide expert advice and support to the project team on strengthening quantitative and qualitative data collection, analyze performance, monitor behaviour changes in the communities and report on results achieved.
  • Reporting to the Project Coordinator, the full-time M&E Officer will demonstrate understanding of results-based management (RBM), Performance Measurement Framework (PMF), survey tools and methodologies, data analysis, and M&E as communication tool.  The M&E Officer will provide support to a range of field activities and project management, reports, stakeholder engagement and communication, and monitoring of results according to project workplan and budget.
  • The M&E Officer will be the focal point for monitoring in the project, ensuring that a wide range of associated tasks are completed on time and to a high standard.
Job Descriptions:
The M&E Officer will be responsible for the following duties and responsibilities:
  • Support the Project Coordinator in the implementation of gender inclusive M&E activities
  • Review the existing methodologies, templates and tools for data collection and analyses as needed
  • In consultation with CCA specialists, lead the process of carrying out/ piloting surveys and results measurement initiatives, including the upcoming Rolling Profile Survey.
  • Conduct monitoring visits to the project locations (regular and/or participate in field missions), and stakeholder offices to monitor the progress and supervise data collection
  • Collaborate with the Gender Officer, Training Coordinator, and Field Coordinators to ensure quality data collection, and report on project progress towards achieving targets with accurate and verifiable data, analysis and synthesis
  • Monitor project progress and report on results achieved and variances in accordance with the three key M&E tools for INVEST: Logic Model, Performance Measurement Framework and Risk Register
  • Ensure data quality and integrity by performing random verifications and validations, and ensure there is sound sampling methodology and standard survey tools in place as appropriate.
  • Work closely with the Gender Officer to ensure integration of gender-based information in project progress reports
  • Provide mentoring support and coaching to colleagues to strengthen M&E capacities within the team
  • Support project experts (CCA Specialists, Canadian Volunteers, Marine Institute’s experts, and local consultants) as needed.
  • Supervise the Training Coordinator in developing a verifiable participant database to capture project reach and beneficiaries demography
  • Collect stories and communication materials (including taking photographs for M&E purposes) for the CCA Communications Manager to use in project reports and social media with adherence to release and consent policy
  • Contribute to the preparation and timely submission of quarterly, semi-annual and annual project reports, and oversee finalization of all M&E related reports.
Experience and Qualifications:
  • Minimum five years of progressive professional experience in M&E, preferable in international donor-funded projects/programs
  • Minimum Bachelor degree, preferably a Master’s degree, in international development, social science (focus on M&E an asset)
  • Understanding of results-based management (RBM) approach
  • Experience with large-scale surveys and evaluations (baseline, mid-term etc.)
  • Experience in qualitative and quantitative approaches and tools for data collection
  • Experience with participatory and feminist approaches and methodologies
  • Excellent communications skills in English and Bahasa Indonesia both written and oral
  • Understanding and experience in community empowerment that engage both men and women in the communities to achieve project results
  • Good knowledge, skills, and experience in facilitating and delivering adult learning training, particularly in rural communities
  • Proven track record in team building and establish good communication and team work, including mentoring and coaching
  • Demonstrated ability in courteous communication (in English, Bahasa Indonesia, and local languages) with Partners, stakeholders, and communities
  • Demonstrated ability to manage complex and competing priorities, able to meet deadlines
  • Willingness and ability to travel to project locations for certain periods of time
  • Demonstrate integrity, trustworthiness, honesty, fairness, and professionalism
  • Well versed in word processing and spreadsheet applications
  • Working knowledge of a statistical software package such as SPSS and database management systems highly desirable
