Tetra Tech ARD is currently accepting expressions of interest for the Aceh Provincial Policy Analysis Specialist, Aceh based on our USAID LESTARI project. USAID’s LESTARI project supports the Government of Indonesia to reduce greenhouse gas (GHG) emissions and conserve biodiversity in carbon rich and biologically significant forest and mangrove ecosystems.
Job Summary: s/he works with LESTARI staff and partners to ensure LESTARI activities and principles for improved forest and land use management as well as improved conservation of protected areas and key threatened species are adequately integrated into provincial- and district-level budgets and planning tools (including but not limited to spatial plans and mid-term development plans). With the recent election of a new governor and given LESTARI’s solid foundation of existing work and networks in the Leuser landscape districts and, to a lesser extent, at the provincial level in Banda Aceh, there is a unique opportunity to integrate LESTARI activities and principles into provincial- and district-level budgets. This will leverage support to a) amplify impact of LESTARI work during the life of project; and b) sustain LESTARI’s impact long into the future. Managed effectively, this work will effectively balance sustainable livelihoods development for local communities with sustainable land and forest management plus conservation of key protected areas.
Requirements include previous experience in a similar position for USAID project or other international donor projects; has professional experience working on forest and/or land use policy issues at the provincial level, preferably in Aceh; strong understanding of the political economy of forest and land-use policy and management issues in Aceh; strong network of government and civil society leaders responsible for Aceh provincial policy on forest and land use; demonstrated ability to work on a team as a team player as well as to multi-task (being able to focus on more than one assignment as a time); strong communication skills in both spoken and written Bahasa Indonesia-fluency in English preferred; has ability to write quickly and succinctly in order to meet project deadlines and provide timely policy briefs/working papers to partners; familiar with USAID procedures and regulations is an advantage; willing to work and travel intensively and extensively in the field; and demonstrated ability to play collegial and leadership roles working on multi-disciplinary teams. University degree in related field required.
