Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country, and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include projects in the climate, energy, as well as city and transportation programs.

This position will support WRI Indonesia’s One Map Initiative and other projects in the regional office.

Overview
The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and participatory. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. Through partnership with local governments, civil societies and the private sectors, WRI Indonesia will develop a model of engagement that can be used to scale this approach into a National One Map Initiative. The work will span five years, focusing on Riau, South Sumatra, and Papua provinces. Other project portfolio in Riau include, but not limited to, Land Use Accountability (LUA), Peatland Mapping and Restoration, and Forest Law Enforcement, Government, and Trade (FLEG-T).

The South Sumatera Project Officer will be based in Palembang and responsible for the overall operational and administrative support of WRI project portfolio in the region, particularly in South Sumatera province and its priority districts. Reporting to the Regional Manager of WRI Indonesia, he/she will coordinate with the Project Coordinators and other key personnel of the projects. He/she will provide operational and administrative support to achieve the intended targeted impact on National One Map Initiative and other projects in WRI portfolio. He/she will liaise closely with the partners implementing similar programs as well as relevant agencies of the Government, local authorities, and civil society.

Responsibilities
The South Sumatera Project Officer's main areas of responsibility will include the following:

Project Management (40%)

  • Provide assistance to Regional Manager and South Sumatera Program Lead in managing regional activities and supervising projects in South Sumatera province.
  • Provide reliable, accurate and timely reporting on activities, resource utilization, lessons learned, challenges and key outcomes for the purposes of periodic reporting to the project-related and management teams, partners and donors.
  • Be responsible for the availability and integrity of project documentation including processing documentation for project commitments (i.e. agreements, contracts, work authorizations, and purchase orders).
  • Support the Monitoring and Evaluation Manager in Jakarta to implement the Monitoring and Evaluation Framework at the provincial and district levels.
  • Lead due-diligence process among partners and potential sub-grantees.
  • Monitors program/project performance against contracts and sub-grants requirements and provide all necessary information and data required to measure and document the progress of the project.
  • Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders.
  • Liaise project among partners and stakeholders.

Operation Management (30%)

  • Provide optimum support to Regional Manager and South Sumatera Program Lead in managing office activities and supervising projects in Riau province.
  • Ensures functionality of operations including: coordinating office flow and organization, supplies, equipment and furniture, staffing, and communication; supports with project needs to provide events and meeting coordination across the organization.
  • Oversees office management, including setting office and security policies for staff, managing office equipment purchasing and plans for major outlays for facilities and operational infrastructure.
  • Develop and manages operations budgets in consultancy with Regional Manager and South Sumatera Program Lead, including occupancy, office services, insurance, IT, legal, tax, and others, and ensure efficient and effective use of donor resources.
  • Preparing, maintaining, monitoring, and improving the operational systems, processes, procedures and records in accordance to WRI policy–specifically, support better management reporting, information flow and management, and organizational planning.
  • Provide general administration support under the direction of the Operations Director and One Map Managers.
Finance Administration Support (30%)

  • To be responsible for complete and accurate recording/receipt of all operational control on budget, fund, expense, petty cash, including the maintenance and recovery of returned cash, invoices, receipts, and others.
  • Recording, reconciliation, tracking (against projects) and banking of operational budget and expenses, and ensure that all accounts are accountable.
  • Check, process and record all payments, administer invoices and expenses claims received, code items to agreed budgets, and action payments.
  • Plan and review budgets and expenditure as necessary with Finance officers and preparing monthly reports and other data as required.
  • Assists WRI and local partners’ project team in project closeout process including turnover documentation and developing final financial report coordinating with operation unit.
  • Provide support to staff on the production of timesheets, travel claims, orders and any other relevant financial documentation.
  • Close coordination with South Sumatera Program Lead to manage process of meeting schedule, agenda preparation, invitation letters and collect materials for meetings, speeches, trainings and conferences; take minutes and keep records of proceedings.

Qualifications

Required Qualifications:

  • Legally able to work in Indonesia
  • Bachelor degree in a related field, preferably with coursework in operation management (finance, accounting, or human resource).
  • Minimum two years of full-time work experience in a relevant field, with operation management, human resource management, and/or financial management experience.
  • Direct hands-on experience in personnel management (e.g. contract, recruitment, training) and financial administration (e.g. budget, recording, tax).
  • Detail-oriented and organized thinker who can juggle multiple, competing priorities.
  • Excellent oral and written communication skills
  • Able to work independently and as a team player
  • Ability to travel when needed.

Preferred Qualifications:

  • Experience working within multi-stakeholder / inter-sectoral groups such as government, private, civil societies, and other stakeholder engagement in Riau province.
  • Familiarity with sub-grant management protocols and policies among local CSOs and international donors.
  • Familiarity with One Map Policy in the national and local level.
  • Professional fluency in Bahasa Indonesia and English.

Performance Standard:

  • Project Management, Financial Management, Grant Management, and Administration activities are expected to be carried out timely and satisfactory with minor supervision.
  • Must be capable of setting priorities and working under pressure.
  • Must be able to multi-task and planning several events simultaneously.
  • Ability to work well with internal and external participants is essential.
  • Knowledge of Microsoft Office Suite is imperative.
