Social Impact Job Vacancy: Governance Evaluation Specialist - Jakarta, Indonesian

Project Objective:
Under USAID/Global Development Lab’s (henceforth “the Lab”) Monitoring, Evaluation, Research, and Learning Innovations (MERLIN) program, and Social Impact (SI), in partnership with Search for Common Ground (SFCG) and the William Davidson Institute at the University of Michigan (WDI), is piloting up to six Developmental Evaluations (DEs) of USAID-funded projects covering a myriad of sectors and geographies under the DEPA-MERL contract. DE—designed to support innovative, complex programming—supports the continuous adaptation of development interventions by embedding an evaluator into a program throughout its life to continuously provide feedback and inject evaluative thinking into the program’s implementation. This DE will examine a large maternal and newborn health initiative in Indonesia over the course of its five year implementation.

Position Description:
SI is seeking a Governance Evaluation Specialist who will be responsible for examining the relationships with FMNH and tracking these changes over time within the DE. This is a fulltime, five-year position based in Jakarta, Indonesia with an expected start date in October 2017. Under the direction of the Lead Evaluator, the Specialist will dive into various elements of the governance challenges and bright spots. This position requires occasional travel (approximately one week per quarter) around Indonesia.

Responsibilities:

The Governance Evaluation Specialist will be responsible for the following:
  • Support the Lead Evaluator in the development and updating of a living work plan for the evaluation, including an agreed set of deliverables (which may change over time), depending on the needs of the program;
  • ​Quantitatively and qualitatively measure internal and external dynamics of the program, with the aim of providing data;
  • Design and carry out evaluative activities related to the program's governance structures, e.g., literature reviews, interviews, surveys, network maps, etc. in support of the DE's objectives; ​
  • Draft relevant deliverables related to evaluative activities;
  • Participate in regular meetings with the DE team, IP staff, and other DE stakeholders;
  • Identify key bright spots and opportunities that the program can leverage for improved outcomes;
  • Support the Lead Evaluator in conducting analyses of the data collected and presenting digestible analysis regularly to program staff and key partners through data-review process and other participatory meetings.
Qualifications:

Required
  • Programming and/or evaluation experience in Indonesian development programs, especially in the health and/or governance sector;
  • Previous experience and comfort with working for multiple stakeholders with competing priorities/interests;
  • Technical knowledge, skills and expertise in evaluation design, concepts, and approaches;
  • Strong analytical skills to support both qualitative and quantitative research;
  • Excellent oral and written communication skills in both English and Bahasa Indonesia;
  • Keen attention to detail;
  • Graduate degree in international development, or related focus.
Strongly Preferred
  • Active listening, proactive learning, and time management skills with readiness to be in a learning role;
  • Strong knowledge of the Indonesian health sector;
  • Familiarity with USAID organizational structure/context.
