Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community,sub district, district to national, regional and international levels.

Program Manager
Responsibilities:
Key Result Area (KRA) 1: Responsible to co-develop projects design and to conduct organization’s business development activities Indicators for success: Develop LEAD, LEARD, DECIDE AND THRIVE program detail implementation plan (DIP) with detail strategies, plan, interventions and process along with necessary outcome level indicators. Co-develop project designs that align with LEAD, LEARD, DECIDE AND THRIVE program strategies and overall objectives of CS4 of Plan Indonesia. Design high quality, integrated and innovative interventions and approaches that support the implementation of projects. Engage with potential corporate and institutional donors as account manager in order to meet annual grant acquisition target.
Key Result Area (KRA) 2: Accountable in projects implementation to ensure all project objectives and Key Performance Indicators (KPIs) are achieved. Indicators for success: Oversees the smooth start-up, implementation, and close-out of all projects funded by sponsorship and grants.Supports the Project Managers to develop and carry out project planning (Detailed Implementation Plans, project monitoring and evaluation framework, project communications strategy). Ensures strategic coherence, integration, and linkages between grants-funded and sponsorship-funded projects. Actively troubleshoots, resolves issues, or flags problems to Central Management Team (CMT) related to grants implementation
Key Result Area (KRA) 3: Responsible to conduct advocacy and influencing activities targeted to key relevant stakeholders and to engage in strategic partnerships and networking activities.
Indicators for success: Conduct advocacy works to related government agencies to ensure soft skill approach adoption and other priority advocacy agenda related to youth economic empowerment. Effective linkage with government’s relevant departments and ministries and strategic networks are established and maintained to ensure influence at national and regional level. Plan’s global campaign run with necessary focus in the context of Indonesia involving relevant government and non-government organizations. YEE projects, interventions and activities recognized by government and others and adopted by mainstream and alternative systems. Oversees the strategic development, relationship maintenance, and capacity building of implementing partners and networks. Supports advocacy, sharing, and promotion of grants projects to internal and external
Key Result Area (KRA) 4: Accountable to maintain program quality procedure and policy within project implementation, particularly on monitoring and evaluation aspect Indicators for success:Conducts regular field monitoring of projects and provides quality feedback to improve project implementation. Ensures that project results and inputs are tracked and monitored. Contributes to CO monitoring and evaluation processes (CS4 key achievements, Program Quality Procedure, Gender Equality, Quarterly Reports, etc.)
Key Result Area (KRA) 5: Accountable for the fulfillment of donor compliance and accountabilities
Indicators for success: Leads monthly project review meetings to regularly monitor project implementation and spending performance. Ensures strong financial monitoring systems are in place and SAP is used optimally. Provides strategic inputs for quality and informative project reports, evaluations, and publications. Responds to high level project implementation issues to donors, government and National Offices
Key Result Area (KRA) 6: Responsible to deliver effective team and performance management
Indicators for success: Demonstrate common understanding and vision about program by all team members along with clear line of sight and structured communication. Distribute responsibilities among the team members in a balanced ways to ensure quality outputs and support provided in terms of regular feedback, coaching, mentoring to develop professional capacity and performance of the team
Requirements:
Preferably Master Degree in Development Management, Social Science, Development Economics, or related field such as Management, International Relations, Public Administration or equivalent. At least 5 years experiences in management. At least 3 years experiences working with children, groups and communities. Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform, Knowledge on Child Rights, Gender and Inclusion, Experience with training and capacity building ,Experienced in external representation with stakeholders from civil society, governments and/or UN bodies. Knowledge of current development policy trends and frameworks, especially the Sustainable Development Goals and child rights aspect. Experience of planning, developing and managing projects or events . Excellent written and verbal communication skills, including public speaking, policy development and fluent written/spoken English Excellent written and verbal communication skills, including public speaking, policy development and fluent written/spoken English.
