Project Overview and Role
Background
For over a decade, Palladium has been engaged in a global effort to address illegal logging through the provision of expert facilitation, technical and grant management services to timber-producing countries, the UK Department for International Development (DFID) and the European Union. Our support aims to advance the negotiation and implementation of Voluntary Partnership Agreements (VPAs) under the EU Forest Law Enforcement Governance and Trade (FLEGT) Action Plan.
Palladium is seeking a Team Leader for the fourth phase of the DFID-funded Multi-stakeholder Forestry Programme (MFP4), which will support Indonesia to achieve its ambitions on sustainable timber and community forestry. If approved, it is anticipated that the programme will mobilise between April and June of 2018, and operate for a minimum of 3 years. The programme aims to build on earlier phases of the MFP programme to deliver an ambitious set of results on coverage of timber licences, export volumes of sustainably sourced timber, area under community forest management, and number and value of community forest businesses.
To deliver these results, Palladium will propose to establish a technical assistance facility in Jakarta, drawing on the firm's global experience in supporting the FLEGT Action Plan. The MFP4 facility will directly support the Indonesian Ministry of Environment and Forestry (MOEF) with management, technical, financial, and administrative services; subcontracting and grant-making as required; support for strategic and programme management oversight; secretariat support to MOEF in delivering its commitments under Indonesia's VPA; performance management and monitoring of finance, risk, and results.
Purpose of Position
The Team Leader is responsible for leading and managing the programme in-country. The role will involve providing strategic programme guidance and representing the programme at meetings with representatives of the Indonesian government, donors, civil society and private sector partners in the forest sector.
The role ensures that project objectives, outcomes and deliverables are met and that financial, operational and reporting requirements of the client are adhered to. The role works closely with and manages the project team of technical and administrative professionals and other support staff. The Team Leader is a senior representative of Palladium and as such ensures that risks are minimized, company policies, processes and procedures are adhered to.
The Team Leader is the primary point of contact with the client: DFID's UK Climate Change Unit (UKCCU) and represents the company with other donors, partners and stakeholders, including the government of Indonesia and particularly the MOEF.

Specifically, the Team Leader will:
Client and Stakeholder Relationships:
- Maintain an excellent working relationship with the UKCCU, MOEF and other relevant ministries in order to ensure agreement of the program's strategy, plans, resource requirements and any other contract amendments required;
- Represent the programme in external meetings with government, civil society and private sector stakeholders of the VPA and wider timber sector;
Program Leadership and Management:
- Provide overall guidance and strategic direction to all aspects of the programme, ensuring that work stream activities are implemented to a high quality within expected timeframes and expected results are achieved;
- Assume overall responsibility for the effective and professional management of the MFP4 project team;
- Convene and chair strategic meetings of the Senior Management Team, composed of the Team Leader, Deputy Leam Leader (DTL) and key Technical Advisors;
- Lead, guide, mentor and manage the performance of technical and administrative direct reports and collaborate with the DTL to ensure appropriate processes are in place for induction, guidance and management of other staff;
- Participate as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development; and
- Assume responsibility for the use of reimbursable financial project resources, excluding lines associated with Palladium expenditure
Requirements
Key competencies and professional expertise required
- A post-graduate qualification in relevant field e.g. international development, natural resource management, political science, organisational management, economics, forestry, or a related field;
- At least 10 years'experience working in a senior position on forestry, public administration, natural resources governance, timber and commodity trade, international development or a related field;
- Strong understanding of natural resource governance and expertise in two or more of the following areas: FLEGT VPAs, SVLK certification, sustainable forestry, social / community forestry, timber and / or related commodity trade and locally controlled forest enterprises;
- An established network within Indonesia's forestry sector, namely: relevant government ministries, civil society organisations, private sector stakeholders and donors;
- Experience managing medium to large scale donor programmes in Indonesia: successfully delivering planning and budgeting responsibilities, using flexible and adaptive approaches;
- Fluent written and spoken Bahasa and English;
- Ability to communicate effectively and negotiate persuasively with high level decision makers;
- Excellent leadership, representation and organisational skills;
- Strong management and people handling skills;
- Financial acumen and the ability to interpret and analyse financial reports; and
- Familiarity with DFID programme management, reporting, and systems.
