PR TB HIV Aisyiyah Job Vacancy: Finance Coordinator - Jakarta, Indonesian

Principal Recipient TB ‘Aisyiyah is a Global Fund for AIDS, Tuberculosis & Malaria (GF-ATM) Project to fight Tuberculosis disease focused on community-based activities, managed by Aisyiyah Central Board.  ‘Aisyiyah is a Moslem Women organization founded in Indonesia in 1917 with concern for social and religious issues. In New Funding Model-NFM (2016-2017), ‘Aisyiyah has been chosen as Principal Recipient (PR) of Global Fund to carry out a “Community TB-HIV Care Program” to represent the Indonesian Civil Society.


Hence ‘Aisyiyah is responsible to coordinate community level activities of Sub-Recipients (SRs) as the representative of Civil Society Organizations (CSO’s) that currently covers 16 provinces (50% of Indonesia’s provinces) and to be expanded in 25 provinces and 160 districts in Indonesia.

We are currently looking for suitable candidates as follows:
Position: Finance Coordinator
Reports to: Project Manager
Based: Jakarta with field travel as necessary

Job Summary
Under direction of Project Manager, The Finance Coordinator is responsible to lead the Finance Department, review and consolidate financial report for whole project. The Finance Coordinator will work directly with Project Manager, Program Manager, and Field Operations& Monitoring-Evaluation Coordinator to ensure that all plans &financial management applied appropriate in the field. In addition, she/he will provide oversight support to financial management in whole activity to meet all financial regulation and requirements done well. She also should be able to prepare financial report for internal auditor, external auditor and donor (Global Fund)

Job Descriptions (Main Tasks)
The tasks and responsibilities of the Finance Controller are as follows:
  • To conduct direct supervision to Finance staffs at PR level and directly responsible Project/Program Manager on disbursing fund to internal and external parties
  • To support Program Manager on managing fund both in PR-SR and SSR level and ensure all the transaction comply with Project Implementation Manual and GF regulation
  • Able to to design and if needed improving Finance and accounting system of PR TB
  • Able to prepare financial report include:
    • Consolidate financial report for the whole project
    • Prepare financial report as requested by donor
  • Together with Internal control staffs, the Finance coordinator develop supervision plan to SR and SSR
  • To prevent any conflict of interest by following the procedures articulated in the PIM, in accordance with the scope of their responsibilities
  • To coordinate finance staffs on preparing financial report and its analysis that will be used to make any decision by management, organization and donor
  • To coordinate finance staffs on their assignment to conduct special audit when the fraud indication is found
  • To prepare and to coordinate staff on internal audit activity that held by internal PR’s staffs and to report the finding result to management
  • To conduct performance evaluation for finance staffs in PR level and report its result to management
  • To ensure that all Financial documents is maintained properly for minimum 7 years
  • To facilitate internal and external audit activity which done by PR and report its result to management
  • To support management in cooperation between donor especially in area of financial management
  • To support Project Manager on managing budget for the whole project and if needed do the reprogramming budget based on the donor and PR regulation
  • Preparing quarterly report, six months report and yearly report for CCM, LFA and GF ATM Geneva and also giving input to management  in financial aspect.
  • Conduct other duties requested by Program/Project Manager related financial management area
Basic Requirements:

Education & Experience:
  • Minimum Bachelor degree in Accounting/Finance with minimum 5 year experience in relevant/similar task or position with good knowledge of GAAP
  • Has managerial level experience in Finance and Accounting
  • Having experience supervising financial management and accounting with NGO/INGO/FBO/CBO is an advantage. 
  • Fluent both in English and Bahasa Indonesia written and oral
  • Good computer skills on Ms Office is an essential and advance in ms office is an advantage
  • Having experience with accounting software
  • Having knowledge on basic trouble shooting computer
