Plan International Job Vacancy: MER & KM Manager - Jakarta, Indonesian

Yayasan Plan International Indonesia is presently implementing its Country Strategy 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels. Yayasan Plan International Indonesia is looking for dynamic staff  to be based in Jakarta for the position:

MER and KM Manager

Key Result Area (KRA) 1: Responsible to deliver program monitoring, evaluation and research planning and implementation
Indicators for success: Oversee the monitoring and evaluation of Yayasan Plan International Indonesia in order to benefit and improve the quality, targeting and strategic planning of the organization Review existing M&E system and M&E Plan in consultation with program team and make it compatible with Plan International requirements and Country Strategy 4 needs Lead the establishment the M&E system for program feeding into Country Strategy 4 key achievementsDevelop study/research design based on approved annual research agenda and manage targeted evaluations and strategic research, including data collection, management and analysis , Consolidate our evidence-base documentation and proactively identify where Yayasan Plan International Indonesia country-level research & evaluation can strengthen our policy work to ensure it is rooted in our experience. Work with the marketing and communication team to represent research, evaluation, monitoring and statistical information through engaging information graphics

Key Result Area (KRA) 2:  Accountable for establishment and implementation of quality knowledge management system and dissemination procedure at the country level
Indicators for success:Review and consistently implement Yayasan Plan International Indonesia’s Knowledge Management Framework, Knowledge Management Strategies and Standards effectively and efficiently,Coordinate the creation/capturing of Yayasan Plan International Indonesia’s knowledge in close relation with Technical Advisors, Program Managers, Communication team and all other relevant contributors at country and project levelsCoordinate the collection and management of information on experiences, best/good/bad practices, and lessons learned related to Plan International Indonesia programs in a systematic manner from internal and external resourcesCoordinate packaging and publication/dissemination of knowledge products ( Good Practices, Lessons Learned, Government Reports, Research, Working Papers, Policy Papers etc ) to relevant target through a variety of approachesMaintain and promote repository management system of data, research papers, presentations and other relevant documents related, in a user friendly approach by coordinating the storage and the sharing of Yayasan Plan International Indonesia knowledge products

Key Result Area (KRA) 3: Accountable to operationalize and maintain country digital data tracking and monitoring system
Indicators for success:Ensure the regular update and use of PROMPT and CO-Net system in order to promote centralized data management system for program progress tracking , Work closely with LEARN project team in ensuring the consistent use and update of Yes!Me system in tracking direct beneficiaries on youth economic employment aspect (DBMS), Oversee the maintenance and update of SAP central system, particularly on Project Module, in order to support effective project implementation, Work closely with other project teams in making sure innovative and digitalized project monitoring tools are utilized for effective project implementation, Oversee the integration between Sponsored Children data (BI Online) and project identification in order to ensure sponsorship commitments are achieved through project implementation 

Key Result Area (KRA) 4: Responsible to deliver effective team and performance management
Indicators for success:Demonstrate common understanding and vision about program by all team members along with clear line of sight and structured communication.Distribute responsibilities among the team members in a balanced ways to ensure quality outputs and support provided in terms of regular feedback, coaching, mentoring to develop professional capacity and performance of the team.

Requirements:
Education: Preferably Master Degree in Public Policy, Development Management, Social Science, Development Economics, or related field such as Management, International Relations, Public Administration or equivalent

Experience Minimum 5 years of work experience in monitoring and evaluating development program,Proven expertise in quantitative and qualitative methodologies, operations research, management information systems, reporting, data quality assessments, data analysis and presentationDemonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakersDemonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively in an NGO sectorExperience and understanding of various donor agencies framework and reporting systemExcellent writing and communications skills, including demonstrated technical writing skills for publicationAbility to work in a complex environment with multiple tasks, short deadlines and intense pressure to performStrong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least two of the following: SPSS, Epi-Info, SAP, MS AccessFluent in written and spoken EnglishExcellent facilitation, oral and written communications skillsAbility to travel nationally and internationally

Range salary : IDR 1935 447 - 22 764 924
