The World Bank Job Consultant: Monitoring and Evaluation - Indonesian

BACKGROUND
The World Bank has supported community and village development in Indonesia for over 16 years.  Since 2007, the PNPM Support Facility, a Multi-Donor Trust fund (MDTF) managed by the Bank’s Global Practice for Social, Urban and Rural Development, and Resilience (GSURR), has financed technical assistance, analytical and advisory activities as well as operations that support the Government of Indonesia’s implementation of its community-based poverty alleviation platform, including its flagship PNPM Rural program. Via this platform and its associated program Government of Indonesia (GoI) has invested in the capacity of communities to identify development priorities and manage resources equitably and accountably.

To continue to support the Government to achieve its development objectives in this new context, PNPM Support Facility was restructured into Local Solutions to Poverty (LSP), which provides support to the Indonesian Government to enable it to achieve its development priorities through local solutions to reduce poverty and inequality. The restructuring aims to better meet the Government’s ongoing demand for knowledge products, well-designed and innovative lending operations, and enhanced implementation support. LSP no longer distributes community block grants, but instead focus its efforts through the Village Law.

As part of the restructuring of the program, the World Bank Indonesia Social Development Team is currently developing a program wide results framework, which will then culminate in an M&E system for the program.

To anticipate and ensure that the needs of the Indonesia Social Development project teams are accommodated, the Secretariat intends to recruit a Monitoring and Evaluation (M&E) Consultant. The M&E Consultant supports the M&E management for the Local Solutions to Poverty program. The Consultant assists with the development and design of the Results Framework, reporting methodologies and consolidation and analysis of the M&E reports. The M&E Consultant provides technical assistance and training to program participants and stakeholders.

SCOPE OF WORK & DELIVERABLES
  • Support the development of a comprehensive M&E strategy for LSP, including a plan for data collection and analysis and develop a methodology in accordance with program policies. The strategy should include early warning triggers for key results as well as periodic evaluations.
  • Work with the team to support the establishment of a streamlined data collection method for program-wide results indicators;
  • Review and refine method of data collection for results indicators used by project teams;
  • Consolidate and analyze all the data and reports from project teams;
  • Verify and document progress towards deliverables, milestones and results for LSP;
  • Contribute to the development of an M&E system for LSP and ensure that the M&E system is put in place and implemented to monitor and evaluate the implementation of LSP and results;
  • Ensure maintenance of independence, accuracy, relevance, integrity, timeliness and professional standard of data collected through M&E system across the LSP program;
  • Contribute to the results and indicators for the quarterly and annual progress reports;
  • Maintain repository of program accomplishments and refresh on a quarterly basis;
  • Supervise consultancy firm to conduct various surveys for data collection in the middle and at the end of the project;
  • Capacity building of the Monitoring and Evaluation Team in the project

QUALIFICATIONS

Education
  • Master's Degree in Statistics, Social Science, Economics or any other relevant field;
Technical Experience
  • At least 10 years of experience in M&E. Regional work experience will be considered as an advantage. Preference will be given to M&E Background in Social Development, Community Driven Development (CDD), or Poverty Alleviation Projects;
  • Strong analytical and organizational skills, approaches tasks in systematic and structured way
  • Knowledge of World Bank and Donor project M&E requirements and systems;
  • Strong working knowledge of basic computer programs, including word processing, database, and spreadsheet applications; and
  • Ability to use statistical software (e.g. SPSS and STATA) would be a plus, but is not required.

Communication Skills
  • Working proficiency in Bahasa Indonesia and English writing and speaking, and be able to communicate effectively, orally and in writing; and
  • Excellent analytical, written and verbal communication and presentation skills.

Interpersonal Skills
  • Independent thinking with an openness to, and enthusiasm for new ideas;
  • Persistent, team player, high commitment to work, independent, good interpersonal communication skills, multi-tasker;
  • Demonstrated ability to meet deadlines, deliver high quality products, and work under less supervision; and
  • Cultural sensitivity, and a demonstrated understanding of developing country environments.

CONTRACT PERIOD
The M&E Consultant will be contracted for 150 days for the period until 30 June 2018 with the possibility of extension based on performance.
