ABOUT BETTERWORK INDONESIA
Better Work is a unique partnership between the UN’s International Labour Organization (ILO) and the World Bank Group’s International Finance Corporation (IFC). Launched in 2007, the programme aims to improve compliance with labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions, which build cooperation between government, employer and worker organizations, and international buyers. Improving compliance with labour standards in global supply chains is an important part of a pro-poor development strategy. Ensuring workers’ rights and entitlements are protected helps to distribute the benefits of trade.
Better Work supports enterprises in implementing the ILO core international labour standards and national labour law and improve the dialogue between workers and employers. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers.
To achieve its goal, Better Work Indonesia provide advisory, assessment and training services to factories and work with ILO stakeholders to support them in building their capacity to fulfill their role.
In Indonesia, the core services (advisory, assessment and training) is exclusively implemented by Kemitraan Kerja, a national foundation who established in Indonesia since 2016. While the works with stakeholders will continue with the ILO.
POSITION DESCRIPTION
This position will assist the Foundation’s Management Team in providing technical support on advisory, assessment and training, oversee the implementation of Better Work Quality Assurance Guideline, Lead Technical Reporting Process and other areas of work and projects
The Technical Officer reports to the Operations Manager and coordinates closely with other members of Management Team and members of the Better Work global and Indonesia team
Roles and responsibilities:
  • Based on Better Work Quality Assurance Guideline, develops and implements a quality assurance system, quality performance indicators, and related tools; with input from staff and management team member including:
    • Support the TL on the implementation of quality assurance system, and produce regular reports on the indicators.
    • Facilitate review process of the system to ensure that continuous improvement is in place.
  • Assist Team Leaders and focal points on assessment and advisory on legal interpretation, improvement approach and responsible for internal and external documents to maintain consistent approach.
  • Assist Team Leaders on report review process on both assessment report and advisory reports.
  • When needed and at limited capacity, provide advisory and assessment services to factories to fill in temporary capacity gaps and have better understanding of factory level context.
  • Under Management Team’s direction, lead report-writing process, including development of Synthesis Reports, Technical Progress Reports, and other program reporting. This will include processing core service information from STAR to the reporting process.
  • Lead special program and research to support the core services and influencing agenda of BWI including in its relation to ILO stakeholders.
  • Other duties as required by the supervisor.
QUALIFICATIONS AND REQUIREMENT
  • A recognized university degree in law, human resource management, adult education, international development or other relevant fields, or equivalent in experience
  • At least five years of professional experience in labor law compliance, social dialogue, capacity building in the private sector in developing countries, corporate social responsibility (particularly in the field of labor standards compliance and remediation) or other relevant field
  • Good command of English and Bahasa Indonesia is required, both written and spoken.
Required Competencies:
  • Excellent knowledge of labour laws and regulations in Indonesia, including a good understanding of common issues of non-compliance in the Indonesian apparel and footwear industry;
  • Understanding of enterprise level human resource, production, and quality systems especially as they exist in practice in the apparel and footwear sector in Indonesia; and it’s global supply chains.
  • Ability to contribute to the formulation, administration and evaluation of quality system, including the ability to identify and analyse problems and contribute to the system improvement.
  • Capacity to contribute to build effective teamwork, to achieve agreed outcomes including coordinating the work of others.
  • Experience in industrial relations and building social dialogue between management and unions\worker representatives at the workplace level
  • High level communications skills, both oral and written; including report writing
  • Excellent analytical skills
  • Commitment to gender equality and knowledge of gender mainstreaming principles and approaches;
