ASB Indonesia Job Vacancy: Human Resources & Admin Manager - Yogykarta, Indonesian

Arbeiter-Samariter-Bund (ASB) is one of Germany‘s oldest and largest social welfare organisations. ASB has over 200 offices in Germany and a membership of 1.1 million. Core activities include the provision of public medical and rescue services alongside an extensive range of social service provision. Overseas, ASB‘s Foreign Aid Department operates mainly in the fields of humanitarian relief, return and reintegration, development and disaster risk reduction (DRR).
ASB Indonesia and the Philippines aims to build resilience through inclusive and risk aware development. ASB has been working in Indonesia, in partnership with the Indonesian Ministry of Home Affairs, since 2006. In Indonesia ASB works directly with partners and communities, and in support of government, to empower and build resilience through an inclusive whole-of-community approach. A key component of the work that ASB does across the region is implementing and promoting inclusive risk aware practice. ASB is also a founding member of the Disability Inclusive Disaster Risk Reduction Network (DiDRRN).
As part of an initial recruitment process, ASB is currently seeking expressions of interest from qualified and committed individuals for the following position:
Human Resources & Admin Manager
Location: Yogyakarta, Indonesia

Position summary:
The Human Resources and Admin Manager is directly responsible to maintain and improve organisation’s human resources and operations by planning, developing, implementing, and evaluating human resources and operations policies, procedures, program, and practices to meet ASB and its partner regulations and expectations.
Core responsibilities:
  • Ensure all ASB human resources are effectively managed to support the smooth running and successful delivery of ASB Indonesia and the Philippines projects   
  • Maintain staff administration by recruiting, selecting, orienting, and training employees
  • Ensure all staffs are familiar with conditions of employment and HR policies and procedures
  • Recommend, develop, maintain and evaluate ASB’s human resources policies and procedures
  • Responsible for human resources training program and staff development
  • Closely coordinate with Country Director and Finance Manager in dealing with staff welfare, pay and benefits  
  • Advise Country Director and managers on performance and employment relationship and support to implement necessary solutions
  • Take initiative on developing and maintaining a culture of respect, mutual-trust, and open communication within ASB
  • Lead on maintaining a safesecure, and healthy working environment for all staffs, partners, and beneficiaries
  • Ensures compliance with all Indonesia human resources relevant regulations including labour, immigration and taxation regulation
  • Responsible for staff performance review
  • Maintain human resources and administration quality documentation to meet ASB and donor expectations
  • Responsible for staff monthly payroll and benefits payment arrangement
  • To support operations by supervising administration staff, organising, and implementing administrative procedures.
  • To comply with ASB security and safety guidelines, communication guideline, code of conduct, and SOP.
Desirable qualifications:
  • Minimum Bachelor’s degree
  • Minimum 5 year of experience in similar position
  • Extensive experience in human resources recruitment, management, and development
  • Strong interpersonal skills including ability to express his/herself clearly orally and in writing
  • Demonstrable knowledge of human resources and administration procedures and compliance
  • Demonstrate strong leadership and people management
  • Excellent problem solving skills
  • Flexible, able to multi-task, able to work independently and work well under pressure as a team player in a multicultural environment
  • Excellent written and spoken English is essential
  • Knowledge of Indonesian labour laws and BPJS regulations are essential
  • Knowledge of Immigration regulations is an advantage
  • Willingness to travel and be flexible in the situation of emergency
