Chief of Party, USAID BERSAMA GBV Prevention Program in Eastern Indonesia
Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Chief of Party for the USAID-funded BERSAMA GBV Prevention Program in Eastern Indonesia. The objective of the project is to reduce violence against women in target provinces through prevention, behavior change, and capacity building of local organizations and government service providers.
The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon continuation of donor funding.

Position Description
POSITION TITLE: Chief of Party
PROJECT: USAID BERSAMA GBV Prevention Program in Eastern Indonesia
LOCATION: Jayapura, Papua, Indonesia
DEPARTMENT: Civil Society & Education
REPORTS TO: Unit Director or designee
Position Summary:
The Chief of Party will be responsible for implementing a high-quality, results-oriented program focused on reducing gender based violence (GBV) in Eastern Indonesia. The program’s aim is to improve local capacity to serve victims of GBV, raise awareness of the problem, and promote behavior change in local communities. Position will be based in Jayapura, Papua, with project-funded travel in the Eastern Region and to Jakarta as needed. Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
The Chief of Party is responsible for the overall vision, project management, supervision, administration, and implementation of a high-quality program. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met and targets are achieved; coordinate and maintain working relationships with project stakeholders (including government and private industry stakeholders, subgrantees and/or subcontractors); and oversee the preparation and submission of technical and financial reports to USAID.
- Manage the USAID BERSAMA project, which includes developing and overseeing annual planning; timely, high quality implementation of activities; and monitoring and evaluation of project implementation and deliverables;
- Oversee project budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines;
- With support from field and home office staff, prepare and submit timely and accurate activity, financial, and procurement reports to USAID and Winrock;
- Maintain close communication with USAID, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress;
- Provide technical assistance, support, and oversight to local partner NGOs to deliver quality deliverables;
- Provide technical assistance, support, and information to national and local government officials;
- Develop strategies for working with local government, traditional leaders, other development implementers, and other stakeholders;
- Hire and supervise local project staff and annually evaluate their performance;
- Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community;
- Other duties as assigned.
Successful candidates will have strong management skills as well as salient experience implementing international programs addressing gender inequality and female empowerment, preferably in Indonesia/Southeast Asia and those funded by USAID. Specific experience and specialization in the areas of GBV, democracy and governance, public health, and/or related areas required. Significant project management experience and leadership is required. Experience working on gender issues in Papua and/or West Papua strongly desired.
Education: Master’s level degree required in gender/GBV studies, international development, public health, political science, or a relevant social science discipline.
Technical Applicants must have a minimum of 10 years’ experience working on complex international development programs, including a minimum of 7 years of demonstrated managerial and/or team leadership experience.
Strong gender and GBV expertise, along with a commitment to community-based approaches and working with CBOs and CSOs.
Demonstrated experience in at least one of the project’s three main objective areas: behavior change; GBV service provision; governmental and/or NGO capacity development.
Management Experience:
- Experience managing international projects to the highest ethical standards
- Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.
- Demonstrated financial management, budget design, and budget management experience.
- Demonstrated success in motivating and supervising diverse teams of employees.
- Experience in strategic planning and implementation of strategic plans.
- Experience designing and implementing or overseeing monitoring and evaluation systems.
- Good track record working with and/or partnering with a variety of individuals and organizations, including senior US and host country government officials, international agencies, private sector companies, and donor organizations.
- Knowledge or understanding of social, economic, and legal issues related to GBV, ideally in the target region of Indonesia.
- Experience providing technical assistance and capacity building to local stakeholders, including NGOs, social service providers, and/or justice actors.
- Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization.
- Knowledge of USAID and specific understanding of USAID’s global priorities to address gender based violence is desirable.
- Knowledge of logistics, procurement procedures including hiring, supervising, and systems and office set-up.
- Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills.
- Fluency in Bahasa Indonesia is preferred and fluency in English is required.
- Excellent written and oral communication skills.
- Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
- Ability to maintain the highest ethical standards at all times.
