Introduction to SINERGI Project
Rajawali Foundation is seeking a National Policy Manager for an anticipated USAID-funded project in workforce development in Indonesia.

The purpose of the project:

  • To improve access for the poor and vulnerable to quality relevant workforce development programs through better coordination of communication channels between job seekers, training providers and the private sector,
  • To increase private sector training opportunities for the P&V youth through better private sector needs analysis and the identification of policy issues that currently hinder involvement from the private sector, and
  • Improve the decision-making capacity at the provincial government levels to develop training and employment opportunities for the poor and vulnerable by providing capacity development, coherent policy guidance, and technical assistance at the provincial and district levels. The focus will be on establishing partnerships with the private sector, working with various educational institutions, and alignment with the Indonesia workforce priorities.
The project is called SINERGI (“Strengthening Coordination for Inclusive Workforce Development in Indonesia”) and developed by a consortium comprised of an international development agency, a public policy research center/ networked think-tank, and Rajawali Foundation as the lead organization.

The goal is to develop better match between the job skills of poor and vulnerable youth and labor market demand through enhanced coordination and policies expected to be achieved at both national and provincial level.

Position Role Summary
The National Policy Manager will be the mid-to-senior level project representative with overall responsibility to engage related government officials, private sectors and training providers to improve involvement, awareness and commitment for better coordination and policy on inclusive workforce development at national level. The position will also be responsible for the development of best practice or case study to be further developed into draft of national policy. The position will take a leadership role to coordinate the research activities related to policy development and the communication strategy to gain the public support at national level.

Key Responsibilities

  • Ensures the strategic direction and implementation of inclusive workforce development project at national level focusing on achievement of the following results:
    • Identification of strategic and innovative project areas of cooperation, especially with high level government officials related to workforce development at national level;
    • Thorough analysis of the political, social and economic situation in the country related with inclusive workforce development issues;
    • Operationalization of inclusive workforce development project in collaboration with Mitra Kunci (DAI) and partners as well as Kunci (USAID).
  • Ensures effective management of the national-level inclusive workforce development program and supervision of the national-level inclusive workforce development team focusing on execution of the full cycle of programming from formulation to implementation which consist of, but not limited to:
    • Lead initiation of a project, provide substantive technical support to the development of project, and when relevant with inputs from technical experts, lead drafting of the detail work plan at national level to be consolidated to the Integrated Work plan of the project;
    • Provide overall management oversight of all the projects under mandated unit to ensure delivery is on target to achieve the priority areas in the inclusive workforce development;
    • Provide policy and technical advice on inclusive workforce development issues significance to the project;
    • Develop strong working relationships with other implementing partners;
    • Strategic oversight of planning, budgeting, implementing and monitoring of the program, tracking use of financial resources in accordance with Mitra Kunci rules and regulations;
    • Effective monitoring, measuring the impact of the program and evaluation. Constant monitoring and analysis of the program environment, timely readjustment of program;
    • Management of the national-level inclusive workforce development Program Unit and Staff, provide day to day supervision of the assigned unit, report to Project Director on progress of Program targets and issues relating to program, provide management oversight of direct report staff including deliverables.
  • Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results:
    • Development and implementation of partnerships and resources mobilization strategies to achieve program outcomes;
    • Creation and coordination of partnerships with the national government institutions, private sector, civil society etc. related to inclusive workforce development;
    • Determination of programmatic areas of cooperation based on strategic goals of the project.
  • Ensure provision of top quality policy research related to inclusive workforce development, identify of sources of information related to inclusive workforce development policy-driven issues synthesize best practices and lessons learned directly linked to program’s policy goals.
  • Ensure the development of national-level communication strategy and workplan which should target and be designed to raise national stakeholders’ awareness in inclusive workforce development and how to best support project activities.
Required Education
  • A Bachelor degree or higher in international development, education, organizational development, project management, or in a closely related field is required.
Required Skills & Experience
  • A minimum of 5 (five) years of experience working in workforce development, at least 3 (three) years of which have been spent in Team Leader level positions, or the equivalents
  • At least 2 (two) years of mid-level leadership experience on a USAID program of similar size and complexity addressing workforce training and/or youth development, as well as working with other vulnerable groups
  • Experience in capacity building, civil society and inclusive programming
  • Experience establishing and strengthening productive and collaborative relationships with government counterparts, local organizations, private sector, and other donor organizations Experience working for large donor organizations such as USAID and knowledge of USAID contract management, policies, procedures, regulations and reporting requirements
  • Experience supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
  • Strong leadership, program, organizational management and oral and written communication skills
  • Excellent written and oral communications skills required. Fluency in English and Bahasa.
