Climate Policy Initiative Job Vacancy: Analyst, Economics and Fiscal Policy - Jakarta, Indonesian

In Indonesia, CPI supports the Ministry of Finance, the Ministry of Environment and Forestry, and sub-national governments in Central and East Kalimantan. CPI's analysis covers topics such as climate finance – both private and public, fiscal policy, and sustainable natural resource management.  At sub-national level, CPI is partnering with local university and NGOs to support government's work on sustainable land use and transition to green economy.

Position summary

CPI offers a challenging environment that requires independent thinking, collaboration and pragmatic problem solving. This analyst position will specialize in economics and fiscal policies and will support the delivery of CPI’s technical assistance program in Indonesia in two main focus areas:

• Fiscal and economic policies and mechanisms relating to a sustainable green economy; and
• Options for public finance effectiveness to deliver sustainable energy, land use and natural resource management.

The Analyst will undertake robust and careful analysis that draws on methodologies from a range of disciplines including public policy, economics, law and natural resource management. He/she will deliver analysis relevant to the full portfolio of CPI’s activities, including as part of our national level partnership with the Ministry of Finance, and our regional partnerships. The Analyst will be actively involved in formulating ideas for future projects, developing project proposals, and collaborating with other parties to accomplish CPI's deliverables.

In conducting analysis, the Analyst will be required to work closely with a range of local and international partners, including government agencies (including the Ministry of Finance, Ministry of Environment and Forestry), universities, research groups, civil society organizations and the private sector. There is a possibility for the Analyst to be seconded to government agencies.Frequent travel to Central and East Kalimantan may be required. 

Primary duties and responsibilities

• Articulate and represent the CPI vision and mission to key internal and external audiences.
• Help develop, maintain, coordinate and facilitate strong relationships and good communication with CPI’s partners, and other key stakeholders. 
• Under the direction of the Indonesia Director, design, manage, and implement complex research assignments and analytical projects, potentially including development of detailed fiscal analysis.
• Perform rigorous quantitative (e.g. empirical) evaluation of Indonesian climate, energy and land sector policies.
• Support effort in identifying and securing new funding opportunities for CPI Indonesia.
• Interact with policymakers and other stakeholders on a regular basis to conduct joint analysis, communicate research findings effectively, and/or to ensure analysis undertaken is policy relevant.
• Produce high-quality materials on short deadlines.
• Assist in the writing and editing of high-quality and bilingual (Bahasa Indonesia and English) CPI and PILAR products, including full reports, executive summaries, blogs, and presentations.
• Communicate and collaborate with CPI staff working in other countries.
• Travel in support of CPI’s programs, as necessary.

Professional qualifications and personal attributes

• Detailed understanding of current fiscal policy strategies targeting climate change in Indonesia.
• Familiarity with policy and market mechanisms that support the transition towards a green economy in particular in the energy and land use sector.
• An insightful, independent, analytical mind with a strong track record of applying strategic judgment in complex situations.
• Experience in research design and proven ability to initiate, manage, and deliver projects on time.
• Ability to communicate methods, results and recommendations from complex qualitative and quantitative analysis to both expert and non-technical audiences.
• Familiarity and comfort working with government officials, academics and research organizations, leaders in private enterprise, and civil society organizations.
• Professionalism, enthusiasm for working as part of a team, and ability to interact with a diverse group of people.

Experience

• Master's degree in Economics, Finance, Public Policy or a related quantitatively rigorous field required.
• 5+ years of experience analyzing, designing or complying with fiscal policy and market mechanisms that support the transition towards a green economy.
• Experience working with government, private sector, or academics, both at national and sub-national.
• Experience managing project teams and supporting team strategy development.
• Experience with budget reporting and proposal writing valuable.
