Planning, Learning and Accountability (PLA) CoordinatorVECO is an international NGO with more than 40 years of experience in partnering with farmer organizations and food chain actors across Africa, Asia, Europe and Latin America.
We enable and support smallholder farmers to take up their role in rural poverty alleviation and to contribute to feeding a growing world population in a sustainable way. Our activities in 13 countries are carried out by 8 regional offices worldwide.
VECO-Indonesia is now recruiting an Indonesian National for the position of PLA Coordinator. The duty station is in VECO Indonesia’s Regional Office in Denpasar – Bali with some traveling to the program areas in Indonesia and to other VECOs, depending on the international PLA agenda.
The PLA Coordinator is responsible to:
- Initiate, coordinate and implement all program planning, monitoring, evaluation and learning activities of VECO Indonesia
- Organize data collection, analyze data and produce reports and continuously improve the PLA system and the methodologies employed, independently and in cooperation with the international PLA Team
- Manage the PLA team
- Data and information: organize data collection processes in coordination with the Sector Managers and Field Officers; ensure the quality of the data and information; manage and improve the partners and program database; store, analyze and synthesize the collected information; and provide reliable data and information for strategic program development and program planning.
- Compliance: produce regular reports on request of donors and government and ensure timely submission of reports (incl. update of report formats).
- Coordinating and organizing the overall PLA activities.
- Identification of best practices in the reports and share them with the Communication Coordinator for dissemination and in-depth documentation for studies.
- Making sure that the VECO Indonesia’s PLA system is in line and compatible with the VECO International PLA system. This includes design and/or adaptation of methodologies/ tools/ guidelines/manuals for local setting, implementing and improving the PLA system.
- Representing VECO Indonesia in the international PLA-team and engage in the international PLA-work.
- Managing and providing guidance to the PLA-team members
- At least 5 years’ experience in research, monitoring & evaluation and knowledge management.
- Degree in Economics, Social Sciences, Agriculture, Rural Development, Knowledge Management or equivalent.
- Experience in quantitative and qualitative research methods, including Participatory Rapid Assessment, Action Research, Case Study, etc.
- Understanding of PLA tools such as Outcome Mapping, Sense maker, Link Methodology, Theory of Change and Significant Change.
- Statistics.
- Participatory learning methods.
- Affinity with rural development and sustainable agriculture.
- Good understanding of sustainability, gender-sensitive research methods and youth.
- Design of surveys and qualitative studies.
- Data collection with standardized and non-standardized instruments.
- Data processing with Excel, Access, SQL databases.
- Design, implementation and evaluation of Participatory Assessments.
- Facilitation of focus group discussions and other group monitoring and learning processes.
- Report writing (in Bahasa Indonesia and English).
- Design of gender-sensitive research methods and generation of gender-disaggregated data and reports.
- Excellent proficiency in English (speaking and writing).
- Good computer operation skills: Word, PowerPoint
- Good communication skills to engage with various actors: VECO Indonesia and International team, partners, donors, governments.
- Skills in managing people.
