TRANSFORM Program

PROGRAM SUMMARY:
Mercy Corps Indonesia and its partners – EcoMetrix Solutions Group (ESG), AtmaConnect (Atma), Mercy Corps Indonesia (YMCI) and the Semarang City Development Planning Agency (Bappeda) – are implementing a scale-up grant to build flood resilience for urban communities that face frequent and severe flood risk in the downstream of Garang River Basin, Semarang, Indonesia. Trans boundary flood risk management through governance and innovative information technology (TRANSFORM) project will take an integrated approach that incentives multi-stakeholder coordination and action for flood resilience at a Basin level through access to cutting-edge, user friendly information and decision-making tools.

Since 2008, Mercy Corps Indonesia has worked with the Semarang City Government, universities, private sector and community action groups to study and raise awareness around the city’s vulnerabilities, support development of resilience strategies and mobilize city projects across flood prone areas. The work has been implemented as part of the Rockefeller-funded Asian Cities Climate Change Resilience Network (ACCCRN), and more recently, as part of the Zurich-funded Community Flood Resilience Measurement Program.

Under the Water Window Challenge of Global Resilience Partnership, the Mercy Corps Indonesia-led Team will scale its approach from a city to a Basin-level, engaging government, communities, and the private sector upstream and outside of the city’s administrative boundaries to tackle the major drivers of downstream flood risk. The initiative will apply ESII Tools developed by ESG to research land use practice in the upstream areas that affecting downstream areas, analyzing, and highlighting cost benefit value for potential actions that can incentivize communities and ecosystems. TRANSFORM will also apply AtmaGo, a tested free-of-charge, mobile-based app that provides an effective, low-cost communication tool for communities to share vital information on flood risks. In addition, TRANSFORM will enhance investment and implementation of trans boundary flood risk mitigation measures by designing interventions directly resulting from information emerging from the ESII tool on long-term flood risk reducing measures.

Program Coordinator
The TRANSFORM Project Coordinator will be based in Semarang and leading the field teams to achieve program goals and objectives. The coordinator will need to initiate and maintain relationships with government agencies, local NGO/community groups, academies, and private sector in the upstream area (Semarang Regency) and the downstream area (Semarang City) of Garang River Basin. The coordinator will need to have sufficient knowledge and experience around ecosystem services, project management, and community development work to ensure the project can incorporate results from partnerships with ESG and ATMA to build community resilience towards flooding

Qualifications:
  • At least 3 years of experience working with project/program design and implementation in the areas of environment, conservation and/or development; especially for landscape approach, assessments and analysis.
  • Bachelor’s Degree in Ecology, Ecosystem Services and Biodiversity, Green Economy, Biology, Environmental Science, Forestry or other related field.
  • Experience in facilitating and developing workshop.
  • Ability to work effectively in cross-cultural situations with a wide range of people in both public and private sectors, including business, government, non-governmental organizations, universities, and local communities.
  • Knowledge on climate change adaptation and disaster risk management will be an advantage.
  • Proficiency in English in writing and the ability to cross translate between Bahasa and English. Ability to converse in English is preferred.
  • Ability to multi-task, follow procedures, meet deadlines and work independently and cooperatively with team members essential.
  • Computer literate; proficient in MS Office, MS Excel in particular and Internet navigation are required.

Project Officer – Community Empowerment
The TRANSFORM Project Officer will be based in Semarang and work alongside communities and disaster management related forum/network to increase civic participation; health and wellbeing and to reach and agree on priorities to be included and progressed in local community plans. The role also provides support and guidance to build and improve community engagement capability, knowledge, and institutional skills.

The officer also required to maintain relationships with government agencies (especially with the Provincial, Regency, and City Disaster Management Board and Local Development & Planning Board), local NGO/community groups, academias, and private sector in the upstream area (Semarang Regency) and the downstream area (Semarang City) of Garang River Basin. The officer will need to have sufficient knowledge and experience around participatory planning, disaster risk management and training facilitation skills work to ensure the project can incorporate results from partnerships with ESG and ATMA to build community resilience towards flooding.

Qualifications:
  • At least 3 years of experience working in a community development environment.
  • Bachelor’s Degree in Anthropology, Community Development or other related field.
  • Ability to work effectively in cross-cultural situations with a wide range of people in both public and private sectors, including business, government, non-governmental organizations, universities, and local communities.
  • Demonstrated, developed facilitation and engagement skills.
  • Knowledge on climate change adaptation and disaster risk management will be an advantage.

  • Minimum of 3 years of experience of relevant work experience on disaster risk management and urban resilience. Significant experience working on communications issues, with excellent verbal and written communication skills required.
  • Bachelor’s degree with significant study in or pertinent to the specialized field (including, but not limited to, communications, public outreach, journalism, international relations, political science, or a related field).
  • Demonstrated ability in effectively using range of social media, developing positive, attractive and appealing news content, and creating attractive info graphics.
  • Ability to maintain relationships and work effectively in cross-cultural situations with a wide range of people in both public and private sectors, including business, government, non-governmental organizations, universities, and local communities.
  • Proficiency in English in writing and the ability to cross translate between Bahasa and English. Ability to converse in English is preferred.

The role also provides support and guidance to build and improve community engagement capability, knowledge, and institutional skills.

The officer also required to maintain relationships with government agencies (especially with the Provincial, Regency, and City Disaster Management Board and Local Development & Planning Board), local NGO/community groups, academias, and private sector in the upstream area (Semarang Regency) and the downstream area (Semarang City) of Garang River Basin.   • 3+years of experience in development and conduction of Monitoring and Evaluation on disaster management or resilience related project or program.
  • Experience in organizing and conducting training on M&E and gender topic for multi-stakeholder participants.
  • Demonstrated ability in applying range of M&E Tools and digital data collection.
  • Ability to maintain relationships and work effectively in cross-cultural situations with a wide range of people in both public and private sectors, including business, government, non-governmental organizations, universities, and local communities.
  • Proficiency in English in writing and the ability to cross translate between Bahasa and English. Ability to converse in English is preferred.

Admin Assistant
The Admin Assistant will be based in Semarang and responsible mainly to the TRANSFORM Project with minor supports for other admin related work in Semarang office. He/she will need to be able to work to support the implementation of the programs in an effective and prompt manner, including but not limited to help organize for workshop/meetings/conference, creating contracts, and any other related administrative tasks based on Mercy Corps Indonesia standard of operation.

Qualifications:
  • At least 2 years of administrative/secretarial experience is required. 
  • The candidate must have strong communication, English speaking and writing skills.
  • He/she should have pleasant personality, good communication skill, be organized
