Project Background: The Bird’s Head Seascape (BHS) in West Papua is one of the most bio diverse marine environments in the world, with more than 1600 species of coral reef fishes, 600 reef-building corals and countless critical habitats for threatened species. The BHS reefs and mangrove forests provide critical food, livelihoods and protection for more than 761,000 people. These vital resources are now threatened by over-fishing, destructive fishing practices, pollution and other impacts of development, and climate change. Since 2005, a collaboration between local governments, the Walton Family Foundation, Conservation International (CI), The Nature Conservancy (TNC) and others has successfully established more than 3.5 million ha of Marine Protected Areas (MPAs) across the in Raja Ampat, Kaimana, and Cenderawasih Bay National Park. Working on behalf of the Walton Family Foundation and the David and Lucile Packard Foundation, Starling Resources’ Parallel Initiative aims to ensure that the MPA networks in Kaimana and Raja Ampat are sustainably financed, capably managed and have the broad support of key sectors of local government, civil society and communities.
Overall Description of Position: Starling Resources is seeking a Governance Coordinator to support the institutional capacity development of local government agencies in Kaimana and Raja Ampat to effectively manage marine protected areas and sustainable development of communities. The Governance Coordinator will ensure principles of good governance, transparency and sound natural resource management are integrated into key policy and planning documents (PERDA, PerBup, RENSTRA, RKA, SK Dinas) by drafting regulations, facilitating internal and external governmental consultation processes, and mentoring key government officials in policy development and planning processes. In addition, the Governance Coordinator will lead external communications and relations with field-based BHS partners and local government authorities. This is expected to include frequent written and in-person communications, as well as general relationship development. The Governance Coordinator will work closely with Starling Resources’ team and the staff of key project partners, and also support general project administration, reporting and meeting organization. The position will be based in Kaimana, West Papua, Indonesia with frequent travel to Raja Ampat, West Papua and Bali.

- Support or lead development of local government regulations to establish and support effective MPA management authorities
- Support development of local government policies and plans that prioritize effective and sustainable management of natural resources
- Support or lead development of training for local stakeholders on policies and procedures regarding institutional development, procedures and operations
- Coordinate among Starling Resources staff based in Bali, Raja Ampat, and Kaimana
- Support communications to local stakeholders on a variety of issues including policies, plans and financing relevant to local conservation and natural resource management
- Support project management and administration including developing and managing timelines, organizing project meetings and events, supporting project reporting, etc.
QUALIFICATIONS AND EXPERIENCE
The ideal candidate will possess the following qualifications and experience in order to be considered for the Program Associate position:
- Indonesian National
- Master’s degree in policy, law, natural resource management, community development, economics or a related field
- Minimum of six years’ professional experience, preferably supporting local government policy development and planning processes and/or institutional capacity development
- At least three years’ of experience working on collaborative teams with partners across sectors in high-pressure environments
- Experience in training and mentoring government officials on policy development and planning processes
- Familiar with or sensitive to the West Papuan cultural context
- Significant experience developing clear and coherent communications strategies for projects
- Relevant experience working with international organizations, governments and the private sector in Indonesia

- Understanding of conservation, sustainable development and governance, preferably in the marine resource sector
- Diplomatic, but persistence in collaboration with partners and local government stakeholders
- Proven leadership, problem-solving, and teamwork skills
- Dynamic facilitator and capable mentor
- Strong computer skills; strong Microsoft Excel skills a plus
- Strong legal writing skills in Bahasa Indonesia; English language proficiency a plus
- Ability to work independently with minimal supervision
- Ability to maintain a flexible schedule, work long hours when needed, and travel frequently
