ACICIS Job Vacancy: Law Professional Practicum - Development Officer, Jakarta

A position has become available within the Jakarta office of The Australian Consortium for ‘In-Country’ Indonesian Studies (ACICIS) for a Development Officer (DO) for ACICIS’ new Law Professional Practicum (LPP). This position would suit a graduate of an Indonesian or Australian university, with an interest and experience in legal practice, international relations, international legal frameworks, human rights, and/ or corporate law.

ABOUT ACICIS
The Australian Consortium for ‘In-Country’ Indonesian Studies (ACICIS) was established with government funding in 1994 to provide a unique support network for students wishing to study in Indonesia. Consisting of 26 member universities, including leading institutions in the field of Indonesian Studies in Australia, the UK and the Netherlands, ACICIS coordinates various semester-long, six-week short course, and educational study tour options in Indonesia. Courses are fully assessed by our Indonesian partner universities and accepted by member universities for credit towards home university degrees in Australia and abroad.

ACICIS’ Law Professional Practicum (LPP)
In January 2018, ACICIS will launch its pilot iteration of the Law Professional Practicum (LPP), with support from the Australian Government’s New Colombo Plan (NCP). ACICIS’ LPP will be a six-week study program offered in Jakarta prior to the commencement of the Australian academic calendar year (January – February). The program, hosted by an ACICIS Indonesian Partner University (TBC) will consist of an initial two weeks of intensive Indonesian language instruction (40 hours) as well as lectures and seminars (in English) by local legal practitioners and experts in the field of Law (24 hours), followed by a four-week supervised practicum placement with a local or international legal firm, government authority or non-government organisation (NGO) under the supervision of a workplace mentor (160 hours). Student placements will also be overseen by an appointed academic specialist who will serve as the ACICIS Law Practicum Program Officer. The program will be designed to cater for students with no existing Indonesian language skills. Candidates with existing language skills will, however, be welcome. The LPP will be designed to serve as an accredited university program, and to meet requirements for work-integrated learning modules and other practicum-based course components. The LPP will be a competitive entry program with an anticipated limit of 30-35 participants on the program’s pilot iteration.

Position Description
As this is a new program, ACICIS is looking to hire a dedicated ‘Development Officer’ to work on the early development and growth of the LPP. This position would suit a graduate of an Indonesian or Australian university, with experience in the legal sector. The DO reports directly to ACICIS’ Resident Director (RD). Duties to be performed by the LPP DO include, but are not limited to:

• Working with ACICIS’ RD to identify potential host universities in the Jabodetabek area with a strong reputation in legal education, and a sound track record in hosting international students;
• Acting as the primary contact and liaison with partner university International Office and faculty staff, and member university staff in Australia regarding the LPP;
• Working with the Perth Secretariat (PS), the RD, Deputy Resident Director (DRD) and Jakarta Program Coordinator (JPC) in developing course materials and preparing/curating relevant learning resources as required;
• Reporting back to the LPP Advisory Committee on course offerings and suitability of internships as required;
• Developing and maintaining ongoing relationships with potential organisations based in the Jabodetabek area which might accommodate ACICIS students in the internship phase of the program;
• Identifying potential donors and/ or sponsors for the program, from both the Indonesian and Australian legal communities;
• Developing administrative materials needed for the implementation of the program as directed by the RD or PS;
• Assisting the RD in developing a risk management strategy specific to the local context of the partner university;
• Assisting the RD with other tasks when called upon to do so from time to time.

Working Hours, Location and Remuneration

• The role is full time, 40 hours per week, with the understanding that the scheduling of program events means that the distribution of hours over the period of a week may be flexible. Standard work hours are 9am-5pm, Monday to Friday, with a one hour lunch break. Occasional out-of-hours work will be required;
• This position is to be carried out in ACICIS’ Jakarta office, with some travel required around the Jabodetabek area;
• The role will be remunerated at a competitive rate commensurate with the applicant’s skills and experience;
• Appropriate work-related expenses will be subsidised and are to be acquitted and submitted to the Yogyakarta Assistant Office Manager on a monthly basis, including transportation and communication costs for work-related activities (mobile phone credit, for example);
• The position is offered on a fourteen-month contract, for the period of 1 February 2017 – 31 March, 2018. Extension of the position will depend on the success of the pilot iteration, and the subsequent staffing needs for any development or ongoing maintenance of the LPP.

Selection Criteria

Essential

• Completed Bachelor’s Degree (minimum) with a sound academic record in a related discipline (eg. Law, Legal Studies, International Studies, Global Studies, International Relations);
• At least three years’ work experience in the legal sector, with demonstrated experience producing or managing projects to completion;
• Demonstrated understanding of the Indonesian legal system and key stakeholders, from the not-for-profit, governmental, and private sectors;
• Excellent time management skills and the ability to work with minimal supervision and prioritise a range of competing tasks;
• Sound level of English proficiency, both written and spoken, and a willingness to develop this further as a part of the role;
• Computer literacy in the Microsoft Office suite, and social media for professional purposes;
• Excellent written and analytical skills, and experience in writing and producing reports and other written products to deadline;
• Demonstrated strong interpersonal, representational, relationship-building and conflict resolution skills.

Desirable

• Previous experience working in cross-cultural teams, ideally in Jakarta;
• Previous experience mentoring students and/ or providing pastoral care to international students.
