Position Summary
Save the Children Indonesia is currently accepting applications for a Social and Behavior Change Advisor for an anticipated USAID-funded Maternal and Newborn Health (MNH) Activity in Indonesia. This 5-year activity will be flexible and adaptable in order to respond to MNH needs in the country, and will leverage the power of the market to implement sustainable and scalable approaches to ensure MN survival, specifically among the poorest and most vulnerable populations in 10 USAID focus provinces (DKI Jakarta, West Java, Central Java, East Java, North Sumatra, South Sulawesi, Papua, West Papua, Maluku, North Maluku). The activity will implement a process to enable the identification, adoption and spread of promising solutions and innovations through existing and leveraged domestic financing and provide innovators with catalytic funding, technical assistance, opportunities for partnerships, information, and/or other support, aimed at facilitating their ability to achieve sustainable impact at scale.

The Social and Behavior Change Advisor is responsible for developing and monitoring comprehensive social and behavior change communication (SBCC) strategies and interventions addressing behavior patterns and social norms change to increase access to and use of health-seeking behaviors for quality maternal and newborn services among the poorest and most vulnerable, in order to improve their health outcomes.  S/he will identify theory and evidence-based strategies, including community mobilization, to reduce behavioral risk factors that lead to adverse outcomes for maternal and newborn health; provide capacity strengthening in health promotion and SBCC methodologies; and ensure institutionalization and sustainability of the program’s SBCC approaches and strategies. This position will work closely with all technical advisors, particularly with the Health Finance, Equity & Economics, and Governance Advisorsto identify and characterize the poorest and most vulnerable; and ensure improved strategies to reach and improve their access and use of health services. The position will be based within project headquarters in Jakarta and local travel be required. This position is employed by Save the Children and seconded to the project team.

Primary Responsibilities:
  • Provide technical guidance and coordination for the design and implementation of SBCC programs, particularly at the individual and community levels (includes: SBCC and interpersonal, mass, and social media; community mobilization and advocacy; capacity strengthening; media, advocacy, monitoring and learning).
  • Provide technical guidance for the adaptation, field testing, and development and application of state of-the art approaches, messages, materials and tools for social norms and behavior change in support of improved outcomes for maternal and newborn health. 
  • Support development of effective SBCC M&E indicators and evaluation designs.
  • Support capacity strengthening and strategies to improve community-led advocacy in support of addressing the MN health needs of the poorest and most vulnerable.
  • Support capacity strengthening in approaches that identify and overcome obstacles to improved health decisions, and promote individual and community-level health seeking behaviors to improve maternal and newborn health outcomes, including promoting institutional deliveries.
  • Foster and maintain effective, professional relationships with a broad range of community, public, and private sector counterparts.
  • Ensure the timely and quality completion of all relevant program deliverables and reporting.
  • Provide high-quality secretariat support to the program’s relevant knowledge hub.
  • Participate in annual work planning, review and other program meetings as appropriate.
Required Skills and Qualifications:
  • Minimum of Master’s degree in health communication, public health/health promotion or health education, behavioural sciences, mass communication, or equivalent.
  • Minimum of 5 years’ experience in the development and delivery of MNH social and behavior change and health promotion programs and program approaches that target the poorest and most vulnerable in Indonesia; experience with USAID-funded projects preferred.
  • Knowledge of institutions and organizations involved in health promotion, and social and behavior change network.
  • Conceptual and research skills, with ability to think strategically.
  • Proven ability to develop effective working relationships with all levels of internal and external clients, particularly USAID, government counterparts at all levels, local organizations, private sector counterparts, and program partners.
  • Management, communication and organizational skills (attention to detail is required); flexibility and capacity to multi-task.
  • Professional level proficiency in spoken and written English is required; Indonesian candidates preferred.
